The primary purpose of this position is to plan, manage, coordinate, advise, execute, train on Wing protocol matters and manage the Westover Conference Center; event planner for distinguished visitors, groups, special meetings, conferences, awards presentations, ceremonies, senior leadership conferences, symposiums, changes of command, and community leader events.

Duties

1. Provides policy and procedural guidance for the Commander, Vice Commander, and other applicable personnel concerning proper protocol requirements for visiting dignitaries, military ceremonies, conferences, official meetings, briefings, social functions, and special projects. 2. Serves as protocol advisor to the 439th Airlift Wing Commander, staff, and functional installation-level points of contact. 3. Westover Conference Center (WCC) coordinator and Facilitator/site manager for the Global Video System (GVS) unclassified and classified Video Teleconferencing (VTC) system. 4. Prepares and updates presentations, protocol briefings/reports, correspondence and performs special projects. 5. Custodian Special Morale and Welfare (SM&W) Funds for events/activities for host and associate Reserve units.

Requirements

  • U.S. Citizenship is required.
  • Must be able to obtain and maintain a Secret security clearance.
  • Must hold a valid state driver's license or able and willing to obtain and maintain a valid state driver's license.
  • PCS will NOT be paid.
  • A pre-employment physical examination will be required.
  • Employee must possess the ability to perform moderate physical activity involving lifting (15-44 lbs.), brisk walking, and standing for long periods of time. The employee must be able to distinguish between shades of color.
  • May be required to travel by military or commercial aircraft to accomplish temporary duty.
  • May be expected to perform duties outside of normal scheduled duty hours, including weekends, holidays, and overtime. (CONT'D)
  • (CONT'D) Subject to being on-call to support mission requirements and during periods of high activity. These irregular hours are usually not forecasted and require flexibility on the part of the member.
  • May be required to carry a phone or radio during on and off-duty hours.
  • Employee must be able to attend a two week Protocol fundamentals training course at Maxwell AFB, AL.
  • This position is subject to provisions of the DoD Priority Placement Program.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule, Administrative and Management Positions, SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes: (1) scheduling and coordinating visits, agenda, briefings, and tours; (2) planning, designing, arranging, and providing protocol briefings; (3) monitoring expenditures for regulatory compliance, ethical propriety and availability of funds; (4) composing various protocol correspondence. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of transcripts OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of, and ability to successfully apply military protocol, etiquette manuals and guides, USAF and Command policies, regulations, agency policy, practices and procedures to organize and oversee protocol events. 2. Knowledge of, and ability to successfully apply standard protocol courtesies to be accorded to distinguished visitors primarily from the United States and within the Department of Defense. 3. Detailed knowledge and thorough understanding of regulations and procedures affecting Official Representation Funds (ORF), Special Morale and Welfare (SM&W) Funds and Operations and Maintenance Funds (O&M) and skill in applying basic resource, budget and funds management. 4. Knowledge of organizational components and functions located throughout the agency. 5. Ability to independently plan individual workload to meet deadlines and coordinate event support requirements with a variety of organizations and use various office automation software such as Word, Excel, and PowerPoint and ability to communicate clearly and effectively, both orally and in writing. 6. Ability to use tact, diplomacy, and courtesy to gain cooperation from Center users, attendees, contractors, and others; knowledge of facility requirements pertaining to maintenance, real property issues, safety, and security. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position. The certification memo must originate from the member's military service branch on official letterhead and contain the following:
