The Supervisory Equity Program Integration Officer (EPIO) works to administer the effective, efficient, control and operation duties of EAPI. The incumbent is the primary advisor to the Deputy Executive Director regarding all matters related to the EAPI team and other areas, as assigned. The incumbent is responsible for supervision of personnel within program control, and is a senior technical expert and advisor.

Duties

Specific duties include: The Supervisory EPIO directs the Program Analysts and evaluates individual performance standards, the performance of assigned team, reviews grievances as first level supervisor and makes determinations on grievances. Provides recommendations for training, hiring, promotions, adverse actions and approves leave. Gives advice, counsel, and instruction to employees on both work and admin matters. Provides counseling to those whose performance is marginal or unsatisfactory and initiating disciplinary actions when necessary. Hear and resolve minor complaints or group grievances as first level supervisor; works problems and/or risks/issues from employees, refers unresolved group grievance and more serious unresolved complaints to a higher-level supervisor or manager; submits recommendations for hiring, promotions; and makes recommendations for serious disciplinary actions of staff. Assures performance standards between team members are equitable. Finds ways to improve work output and work quality within the area of authority. Supports and implements EEO policies and program activities. Interviews candidates for positions in the unit; recommends appointments, promotions, and reassignments to unit positions; identifies training needs and reviews and approves continuing education of employees including non-routine training; approves expenses for overtime, travel and within grade increases in accordance with agency guidelines. Creates and maintains a working environment that is free of discrimination and one that assures diversity. Plans are developed and implemented to recruit, train, retain, motivate, empower and advise employees. Promotes the needs and goals of the individual and the organization, provides a safe and healthy work environment, and maintains satisfactory space control and building services. Assesses priorities and resources needed and available to meet program policy goals. Makes recommendations to the Deputy Executive Director regarding policy and procedural objectives to pursue and meet those goals. Develops or directs the development of plans to meet objectives and monitors progress toward achievement of approved objectives. Takes steps to overcome any obstacles that might delay successful completion of work. Serves as a resource in the planning and decision-making process by preparing analyses and comparisons of alternative methods of achieving program objectives. Oversees studies, surveys, and research concerning broad areas of consideration having a major impact on the nation program offices and its beneficiaries. Gathers information from various sources and conducts research and, based on this, develops, structures and drafts an operating plan designed to meet the mission for OEA. Prepares briefing materials for the Deputy Executive Director's use to inform/influence parties when briefing senior leadership, members of Congress, National Service Org., and other external stakeholders on issues pertinent to OEA. Advises, recommends, develops, and delivers key messaging and executes comprehensive plans to engage a variety of public and private sector stakeholders. Collaborates with stakeholders to facilitate the exchange of information and perspectives between the Veteran community and the VA on a local and national level to share information on access to care, benefits, and services. Serves as a liaison with stakeholders across VA and interagency partners, including subcommittees and working groups, to influence and oversee progress toward achieving shared goals. Afforded a very wide latitude in managerial and programmatic decision-making matters. Provides guidance in the implementation of projects, outlining technical and programmatic objectives and their relationships with external stakeholders such as members of Congress, National Service Orgs. Directs or recommends initiation, modification, elimination, acceleration or suspension of programs and projects to ensure that overall objectives are met. Provides managerial leadership in integrating various OEA functions and programs and ensuring that "in-house" and contractual efforts are executed in an efficient and effective manner. Maintains management oversight over all OEA activities and functions to ensure that all efforts are accomplished. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:02/21/2024. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade. For a GS-15 position you must have served 52 weeks at the GS-14 level. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-15 Grade Level: Specialized Experience: In addition to the experience required for the GS-15, applicants must have one year of Specialized Experience which is equivalent to the next lower grade (GS-14 level) in the normal line of progression for the position. Specialized Experience is defined as experience in the following areas: Demonstrated experience in implementing veterans and transitioning servicemembers benefits and economic development operations, regulations, policies, and procedures in collaboration with Federal, State, and Local partners, as well as private sector and non-government organizations. Demonstrated experience in the development, examination, research, and analysis of Veterans benefits programs and economic initiatives to include the identification of policy, procedural guidance, and training to ensure effective program oversight and compliance to increase service delivery. Demonstrated ability to assess, analyze, acquire, and administer human, financial, material, and information resources in a manner that instills public trust and accomplishes the organization's mission. Experience using technology and qualitative and quantitative analytical methodologies to enhance processes and decision-making required to provide day-to-day management and oversight of a large-scale, multi-site, organization with a global presence. Demonstrated experience in the formulation and execution of operational plans and provides managerial expertise regarding all aspects of staff operations for a large government organization. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: The work is sedentary. Some work may require walking and standing in conjunction with travel to attend meetings and conferences away from the work site. Work may require carrying light items such as papers, books, or small parts. The work does not require any special physical effort.
