The position is located in the Office of Public Affairs and Outreach, Bureau of International Organization Affairs (IO/PAO).  IO provides guidance and support for U.S. participation in international organizations, peacekeeping and humanitarian operations, human rights, economic and social affairs, technical agencies, international development, U.S. citizen employment in international organizations, and international conferences.

Duties

Manages a broad range of functions including media and public affairs, public diplomacy outreach and Congressional affairs, and oversees IO relationship with the Department Spokesperson and the Under Secretary for Public Diplomacy and Public Affairs. Develops short- and long-term organizational and IO objectives and goals based on changing Administration /Secretarial objectives, world events, legislation, and other external drivers of public diplomacy. Serves as the final decision authority on a broad range of personnel management issues, e.g., performance appraisals, discipline, training, and selections for positions. Manages the development of responsive and thorough answers to Congressional inquiries, questions for the record. Develops/oversees development of a broad portfolio of specialized communication tools on the full range of political, security, and social issues in the UN and other international organizations, including press guidance, press calls to media outlets.

Requirements

  • Incumbent will be subject to random drug testing.
  • Must be able to obtain and maintain a Top Secret security clearance.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience managing an office’s day-to-day operations, including direct supervision of staff members, media and public affairs, public diplomacy outreach, and Congressional affairs. Experience developing and overseeing effective public communication strategies, related to press guidance, press calls and media outlets and engagements. Experience providing authoritative information on public outreach for multilateral diplomacy and USG foreign policy. There is no substitute of education for specialized experience for the GS-15 position.
