This position is located in the Executive Office of the President (EOP), Office of the National Cyber Director (ONCD). The incumbent serves as a Director for Cybersecurity Planning and Operations Directorate within the ONCD and serves as one of the principal staff members responsible for the formulation, coordination, and implementation of policy related to cyber defensive operational planning, resilience planning, and cyber incident response planning.

Duties

As a Director (Cybersecurity Planning and Operations), GS-0301-14/15, your typical work assignments may include the following: Plan, direct, and coordinate the development and implementation of policies on U.S. defensive cybersecurity planning and operations, to include cyber defensive operational planning, resilience planning, and cyber incident response planning. Work with the Intelligence Community (IC), the Cybersecurity and Infrastructure Security Agency (CISA), and other departments and agencies in maintaining awareness of malicious cyber campaigns, cyber incidents affecting the U.S., and, in general, plans, tactics, and capabilities of malicious cyber actors. Responsible for all matters pertaining to the formulation, coordination, and implementation of United States Government policy related to cybersecurity planning and operations. Maintain oversight and assess effectiveness of department and agency initiatives and defensive cyber campaigns.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector. SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. You may qualify at the GS-14 level, if you fulfill the following qualification requirement:One year of specialized experience equivalent to the GS-13 grade level in the Federal service or equivalent experience in the private sector that demonstrates the following: 1. Developing polices related to defensive cybersecurity operational planning, resilience planning, and cyber incident response planning; 2. Leading cyber incident response plan development and implementation within a small or medium sized organization; 3. Developing, planning, or coordinating cybersecurity tabletop, or full-scale exercises for stakeholders; 4. Familiarity with the National Cyber Incident Response Plan, cyber risk management, or emergency management directives, policies, regulations, procedures, and methods applicable to cyber incident response; and 5. Partnering with cybersecurity professionals from outside an organization, whether in government or in industry, to identify, protect against, detect, respond to, and recover from cybersecurity threats and risks. You may qualify at the GS-15 level, if you fulfill the following qualification requirement:One year of specialized experience equivalent to the GS-14 grade level in the Federal service or equivalent experience in the private sector that demonstrates the following: 1. Developing policies related to national defensive cybersecurity operational planning, resilience planning, and cyber incident response planning; 2. Leading cyber incident response plan development and implementation within a large organization; 3. Developing, planning, and coordinating cybersecurity tabletop, functional, and full-scale exercises for stakeholders; 4. Experience leading efforts related to the National Cyber Incident Response Plan, cyber risk management, or emergency management directives, policies, regulations, procedures, and methods applicable to cyber incident response; and 5. Coordinating cybersecurity professionals from outside an organization, whether in government or in industry, to identify, protect against, detect, respond to, and recover from cybersecurity threats and risks. Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
