A successful candidate will serve as a General Engineer/Physical Scientist in the NNSA's Deputy Administrator for Defense Programs responsible for professional Program Management and Technical duties that accomplish the NNSA mission for the Nuclear Security Enterprise.
Duties
Note: Positions will be filled at the level NN-03 or NN-04. There will be no career ladder promotions from the NN-03 to the NN-04. Please apply to all levels you are interested in being considered for.

As a General Engineer/Physical Scientist you will perform the following duties for the following grades:
NN-03:
Formulate, execute, advise on and explain recommendations or solutions to modify NNSA standard practices, equipment, devices, processes, and techniques to resolve a wide variety of complex problems. Adapt precedents or existing strategies to meet unusual needs or special demands.
Provide technical oversight and direction, act as a principal contributor, or organize and accomplish program segments and/or team projects.
Coordinate and oversee engineering and scientific aspects of operations related projects and/or program segments.
Design, analyze, build and test weapons, machines, systems, structures, components, equipment and materials to fulfill Nuclear Security Enterprise objectives and requirements.
Technically direct, oversee, organize, or act as principal contributors for program segments, on team-based projects and prepare, present and evaluate plans, designs, reports and correspondence.
NN-04:
Accomplish program and project management, establishing program objectives and performance measures. Develop detailed plans, tasks, milestone dates and schedules to ensure proper sequencing of events and tracking of processes and costs throughout the life cycle of programs; review program, operation, plan, schedule, direction accomplishment and execution.
Draft program management and reporting guidance and directions, plan and initiate comprehensive evaluation systems for review and analysis of proposed costs, program development, and performance. Participate in meetings with internal staff and representatives from staff agencies and industry to determine program status, major milestones, and coordination of each to detect in advance potential slippage or increased costs; and determine appropriate actions required to maintain or improve program schedules.
Monitor day to day performance to ensure contract requirement compliance; and cost and schedule performance against plans based on contractor-provided data. Review contractor-provided management indicators and metrics as well as those a government's project office generates.
Provide expert oversight of engineering and scientific aspects of operations related projects and/or program segments. Provide technical direction as the principal contributor to accomplish program objectives and/or team projects.
Maintain technical capabilities and knowledge of site and activities to make informed decisions about security, safety, hazards, risks, and resource allocation. Evaluate programs, management, site assurance systems, compliance with requirements using written plans, schedules and planned assessment.
Serve as managers of broad programs to modernize the full range of nuclear weapons. Plan and coordinate the orderly delivery of weapons, components, and documentation with labs, plants, sites and the Department of Defense. Direct the work of a staff of project managers at various levels. Develop recommendations and makes decisions impacting NNSA's programs and the policies and operations of other government and private organizations.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: In addition to meeting the Basic Requirements listed under the Education section, you must possess the following specialized experience depending on the grade you're applying for:

Specialized experience for this position is defined as: Applying professional engineering or physical sciences concepts, theories, and practices.

1. Assisting in the evaluation of programs and researching applicable guidance for formulating revisions to higher management.
2. Assisting with composing and presenting complex, technical, sensitive information and concepts to both technical and non-technical stakeholders.
3. Reviewing technical reports, publications, and matter that contain advanced and highly complex concepts, data, and design information to inform program investment recommendations.
4. Working on projects that complement program strategies and plans within the same work element.

Education
All applicants must meet the basic requirements of the General Engineer/Physical Science occupational series.
Transcripts or other proof of required education MUST be included in application package.
801 - Degree: professional engineering. The curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
Combination of education and experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. There are alternate methods to meeting the engineering educational requirement (e.g., holding current professional engineering registration, having passed the EIT examination, or having completed specified academic courses or a related degree). 1301- Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics OR Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
