The primary purpose of this position is to serve as a quality control inspector providing information on matters associated with personal property operations. This position observes, documents, and evaluates carrier and contractor performance in moving personal property of personnel.

Duties

Inspect contractor's performance at owner's residence and at warehouse during packing, crating, loading, shipping, unloading, uncrating, and unpacking. Counsel members regarding policies and procedures for the proper preparation of personal property for shipment and/or storage, including specialized items, to domestic and overseas locations. Resolve controversial procedural problems involving entitlements of members and requirements for the contactor to perform specific services. Prepares documentation reporting carrier performance using automated systems by observing, documenting, and evaluating the performance of contractor on packing, containerization, and local drayage of personal property. Serve as a Quality Assurance Evaluator (QAE), functionally qualified to ensure personnel receives quality contractor performed services and pays only for acceptable services received.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-06 level (or equivalent in other pay systems) in the federal service in which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position. Specialized experience is experience which may have been gained while assisting with counseling services to authorized military and/or civilian personnel regarding their entitlements for shipment and storage of personal property to include special items and prepare and process transportation applications and discussing significant findings and assisting in resolving operating problems and assisting withquality control inspecting associated with personal property operations. OR EDUCATION: Successful completion of one full year of graduate education in a field related to the position being filled. NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100 percent. To combine education and experience, determine the total qualifying experience as a percentage of the experience required for the grade level. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. Knowledge of the full range of transportation policies, practices, and techniques to include knowledge of personal property movement, personal property entitlements, carrier industry practices, international, state and local laws, and operations for shipping and storage within the transportation function. 2. Knowledge of the different instructions, regulations, directives, local operating procedures and entitlements concerning shipment and storage of personal property in order to run and track a quality program. 3. Knowledge of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, and databases. 4. Skill in fact-finding, problem analysis, problem resolutions, and development of solid action plans to resolve problems. 5. Ability to gather, analyze and present facts, and communicate effectively, using tact and diplomacy. 6. Ability to plan, organize work, and meet deadlines. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
