This position is part of the Organization of the Joint Chiefs of Staff. The incumbent will be responsible for the management, direction, analysis and implementation of a variety of Joint Staff Support Services Office (JSSSO) HR functions.

Duties

As a FACILITY OPERATIONS SPECIALIST at the GS-1640-12 some of your typical work assignments may include: Coordinates a repair, renovation, and new FF&E installation projects program serving all Joint Staff directorates and their resource providers at all activity locations. Ensures adherence to policy for compliance with safety regulations (OSHA), life safety and architectural best practices for new construction and modification projects. Delivers technical support for program execution in the interaction between JS and the US NAVY, General Services Administration, (GSA), base level Public Works, Civil Engineering offices, and private landowners of leased property and their property managers. Conducts conceptual development studies, interviews, investigation, analysis and documentation for successful contract award and execution. Provides management for a variety of contract actions including commercial labor support, furniture replacement and accessories, modular office installations, and facility modification. Prepares on-site technical qualitative expertise to resolve construction, modification and contractual issues that arise and may jeopardize completion and meeting mission operational deadlines. Reviews monthly contractor deliverable reporting (CDRL) and other financial and data-driven reports for ongoing efficiency and effectiveness of process and application. Develops printed and displayed awareness information, building signage and graphics, managing hotline voicemail broadcast tools, assisting with drills and exercises and managing after-action and lessons-learned efforts.

  • Employee must obtain/maintain a Non-Critical Sensitive (Secret) security clearance
  • Must be able to travel in DOD aircraft; both fixed and non-fixed wing.
  • Must be skilled computer operator to generate all required correspondence, critical path timelines, tables, spreadsheets, and other documentation as well as amending and reviewing design plans.
  • Experience with DOD environmental regulations is required.
  • Must be able to brief senior military officers and civilians effectively.
  • Must be able to travel within 24 hours notice.

Qualifications

You may qualify at the GS-12, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-11 grade level in the Federal service: Performing facilities project management related to space management. Preparing and/or reviewing appropriate facilities paperwork to initiate action and coordinate with lease holders/agencies. Performing research to develop cost estimates; and developing, reviewing and adjudicating written information related to facility management. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Substitution of education may not be used in lieu of specialized experience for this grade level.
