As a Contract Specialist, you will serve as the Contracting Officer (if warranted) or Contract Specialist for one or more major contracts with signatory authority. You will perform all actions associated with developing and awarding the full range of contracts, including multi-million-dollar contracts for goods and services.
The positions will be located in Office of Management, Administrative Operations, Aquisition Management within Washington, DC.

You must meet the following requirements within 30 calendar days after the closing date of this announcement:
You must meet the Basic Requirements to initially qualify for this position:
1. Completion of all mandatory training prescribed by the head of the agency for progression to NB-V or higher level contracting positions, FAC-C Level I and Level II (or equivalent), including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. AND
2. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
3. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade.
AND
Specialized Experience: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level in the Federal service. To qualify for the NB-V level, you must have specialized experience equivalent to the next lower level, NB-IV or GS-11.
Specialized experience for this position includes:
Recommending contract types or contract methods for the product or service being procured; AND
Evaluating bids or proposals for compliance with specifications; AND
Negotiating pre-award or post-award contract terms with contractors.
Mandatory training prescribed by the head of the agency for progression to NB-V or higher level:
All Level I and II courses must be completed. If utilizing Federal Acquisition Certification in Contracting (FAC-C) certification to demonstrate completion of training requirements, the individual shall provide the necessary documentation of FAC-C certification and the appropriate continuous learning history to demonstrate the validity and currency of their FAC-C certification.
The experience may have been gained in the public sector, private sector, or through volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
