The Mgmt and Program Analyst position is in the PMTS division of VA LGY Data and Technology Solutions (DTS). The incumbent reports to the Chief of PMTS and is primarily responsible for monitoring and effectively leading the development of mission-oriented software products to aid LGY Value Streams (Loan Administration, Loan Production, Construction & Valuation, and Specially Adapted Housing) and participants of VA Home Loan Guaranty program in the delivery of the VA home loan benefit.

Duties

Specific duties include: Utilizes extensive home loan mortgage industry knowledge, agency regulations, and federal statutes governing the VA home loan guaranty program to provide recommendations pertaining to system enhancements and updates. Provides technical expertise and guidance in the development, implementation, and maintenance of LGY systems and applications. Serves as Product Owner of multiple Agile Release Train (ART) teams responsible for delivering including development, refining, and prioritization of epics, user stories, test cases, process flows, user guides, and ensures that all work meets broad technical, operational, and security compliances. Consults with other Product Owners and Product Managers to identify potential program/project dependencies, potential risks, and to sequence dependencies. Prioritizes ART teams backlogs and ensures that epics, bugs, user stories, defects, and requirements are well-defined and documented in LGY planning and tracking tool (e.g., JIRA); and advises management of emerging issues and innovative solutions to facilitate the resolution of complex business requirements. Serves as Product Manager of a wide range of home loan products and innovations; defines and supports the creation of desirable, feasible, and sustainable products that meet LGY Value Stream and stakeholders needs over the product lifecycle. Plans, organizes, and leads multiple projects concurrently with minimal supervisory involvement utilizing modern project management best practices and principles; formulates action plans and schedules for various project phases, both short and long-range. Coordinates with supervisors and ART teams to resolve potential schedule conflicts of shared resources and teams; and reviews project progress, measure performance, and make necessary adjustments to ensure the project remains on schedule. Assists with the recruitment, training, and coordination of User Acceptance Testing (UAT) to ensure system updates and enhancements meet requirements and intended functionalities; reviews and approves UAT scripts; facilitate post-deployment / regression testing; and immediately communicate testing issues and system defects for prompt remediation. Provides proactive, well-planned communications of all types and media, including complete and accurate responses to Service Now (SNOW) tickets for technical and non-technical recipients. Develops and delivers oral and written presentations to senior management officials and provides regular briefings on the status of active programs/ projects. Maintains effective working relationships with co-workers, supervisors, Value Streams, contractors, and personnel from other divisions to ensure success of LGY initiatives. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:02/21/2024. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade. For a GS-14 position you must have served 52 weeks at the GS-13 level. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-14 Grade Level: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Specialized work experience must include direct involvement with loan origination or mortgage servicing operations, or development of new procedures for a mortgage lender / servicer or government home loan program. Overseeing all aspects of technical or non-technical projects from beginning to end to include development of detailed plans, feature roadmaps, setting timelines/milestones, market launch, and continual support of products. Experience preparing and presenting technical or non-technical communications, reports, trainings, or presentations to management, teams, or stakeholders, including guidance, training materials, memos, panel discussions, or media postings / videos intended for individuals or stakeholders with various backgrounds. Experience in software delivery using agile and lean methodologies including defining and prioritizing product features and working with backlog management tools, managing user requirements, tracking the delivery process, and managing software projects using Jira, or similar agile tools. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: The work is principally sedentary. Work also may require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the work site.
