Duties

You will manage customer information technology (IT) systems or subsystems to support an organization's projects. You will analyze an organization's information technology (IT) structural framework to drive alignment of modernization plans across an operational domain. You will develop an information technology (IT) strategic master plan to provide the framework and roadmap for an organization's enterprise architecture. You will assign and reassign personnel to meet changing workloads and projects You will establish the work schedules, deadlines and standards for acceptable levels of information technology (IT) work. You will supervise a work force composed of functional subject matter experts or technical experts You will manage integration of operating systems updates to ensure integrity and efficiency of systems. You will brief managers on critical enterprise architecture issues based on analysis of documented systems or enterprises. You will diagnose networked system failures to isolate sources of problems between equipment, networks, systems software, and applications systems. You will write information technology (IT) customer support policies to define support processes and procedures. You will write reports on long-range information technology (IT) strategy recommendations

Requirements

  • You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to obtain and maintain Information Assurance Manager (IAM) Level II certification.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You must be willing and able to except a Supervisory Position.

Qualifications

Applicants must have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Integrating technical aspects of computers and technology with administrative business procedures. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Ensuring customer satisfaction of installed hardware and software functionality. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Preparing and presenting reports, and interpreting policies and guidelines. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Troubleshooting, recovering, adjusting, modifying, and improving information systems. GS-12: Your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Mastery of methods and practices for troubleshooting, recovering, adjusting, modifying, and improving information systems, to include telecommunications and other technology based systems, to provide support that minimizes interruptions in the customers' ability to carry out critical business activities. GS-11: Your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Knowledge of methods and practices for troubleshooting, recovering, adjusting, modifying, and improving information systems, to include telecommunications and other technology based systems, to provide support that minimizes interruptions in the customers' ability to carry out critical business activities. Education

GS-11:

In lieu of specialized experience, the following education may be substituted:

Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management.

OR

3 full years (54 hours) of progressively higher graduate level education leading to a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or, graduate education that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
