About the Position: The incumbent will serve as a key analyst and expert performing professional and scientific work requiring the design, development, and adaptation of mathematical, statistical, and other scientific methods and techniques to provide advice and insight about the probability and effects of alternative courses of action.
Duties
Utilize independent development of mathematical models and computer programs employing artificial intelligence and machine learning techniques to evaluate elements of operations research data.
Utilize patterns and variations in the volume, speed, and other characteristics of data supporting the initiative, the type of data (e.g., images, text, clickstream or metering data) in predictive analysis.
Recommend solutions to technical problems not covered by current precedent or established policies.
Use a variety of advanced mathematical and descriptive and inferential statistical techniques such as regression analysis, correlation, analysis of variance, factor analysis, multivariate analysis, and discriminate analysis to analyze study data.
Advise personnel within and outside the Command on the proper application of statistical methods.
Prepare and present technical reports and/or briefings at technical meetings/symposiums addressing methodology, lessons learned, success stories, etc. with respect to the statistical applications.
Coordinate activities and provide metrics and consultation in support of initiatives within and outside of the Command.
Perform major statistical studies relating to operational procedures, missions, and practices and other organizations within the Command.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position has an occasional Temporary Duty (TDY) or business travel requirement.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

Basic Requirement for Operations Research Analyst:
Degree: Bachelor's degree (or higher degree) in Operations Research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. (Note: You must attach a copy of your transcripts.)
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes: (1) Utilizing mathematical modeling, optimization techniques, and statistical methods to assess complex organizational processes; (2) Forecasting models and risk assessments to provide actionable insights to senior management; (3) Leading and/or coordinate projects to ensure timely completion and alignment with organizational goals; (4) Developing and/or utilizing simulation models to replicate real-world scenarios for analysis; (5) and preparing and presenting detailed reports, findings, and recommendations to management. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-12.
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-13, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
