This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

Duties
Coordinate project development, justification, plans, schedules, and support requirements with analysts, engineers, commanders, staff representatives, etc.
Using scientific and quantitative techniques for generally defined projects, the incumbent formalizes requirements and determines methods of solutions.
Plan and organize the work, perform analysis to identify variables, extends, or develops new techniques for mathematical analysis of transportation systems and specifies alternatives.
Develop technical system requirements based on input from users.
Provide technical guidance to junior analysts who investigate problems.
Identify developing technologies with potential applicability to the transportation engineering and analysis mission.
Serve as the Agency's primary interface with other DoD, commercial, civil and academic elements with regard to the design of programs and creative sharing and dissemination of results.
Responsible for determining requirements for automation to support analysis as well as preparing and monitoring documents and actions required to accomplish Agency goals and mission.
Prepare and present formal briefings summarizing results of studies and analytical investigations.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Operations Research Analyst:
Degree: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience for GS-13: One year of specialized experience which includes: 1) Performing a broad range of transportation analysis applying advanced operations research techniques and complex mathematical and statistical methodologies; 2) Evaluating impacts of new technologies on current transportation analysis systems such as Analysis of Mobility Platform (AMP) or Supply Chain Guru (SCG); or 3) Applying operations research principles in the development of mathematical models, computer programs or analytic tools (AMP or SCG) to evaluate alternative courses of action and provide decision-support analysis. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-12.
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-13, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
