You will serve as a GENERAL ENGINEER in the Office of the Assistant Secretary of the Navy (Research, Development and Acquisition) (ASN(RD&A)) of ASN RDA WASHINGTON DC, and you will serve as an advisor to the Deputy Assistant Secretary of the Navy (DASN) for Research, Development, Test, and Engineering (RDT&E) on all matters pertaining to the establishment, promulgation, and use of approved systems engineering processes, approaches, and policies.

Duties

You will be responsible for assuring that Standards Policy and Guidelines (SPG) are applied to all systems engineering processes and products. You will develop and review technical solutions proposed internal and external to the DASN for alignment of acquisition programs and related projects. You will review and assess overall progress, and develops solutions for all technical, schedule, and cost problems that arise during the design, development, test and evaluation, production, and initial logistical support for the key program areas. You will serve as a technical and engineering authority within and outside of the organization and build/foster partnerships across the department of defense, military services, federal agencies, and US-allied foreign governments. You will coordinate application of Naval engineers and expertise from various disciplines of engineering to continue to advance the engineering and technical posture of the Naval systems and capabilities. You will execute overarching technical authority which includes alignment of direction across the Naval System Commands and leading initiatives to improve the application of technical authority across the DON. You will serve as the DON lead advisor and administrator for program Independent Technical Risk Assessment (ITRA) efforts. You will define, establish, and align DON efforts on to improve system of systems interoperability and capabilities. You will ensure that required acquisition program products, such as net ready key performance parameters (NR-KPP), information security program (ISP), and engineering plans, align to and can support technical assessments. You will concentrate on infusing and sustaining technical rigor and its consistent application across the DON systems engineering enterprises that are required to successfully perform the organization’s mission. You will manage all aspects of execution of CHENG projects to ensure adherence to project goals and technical objectives. You will lead, define, manage, and integrate engineering resources to ensure successful execution of Echelon 1 technical pilots/initiatives. You will manage cost, schedule, and performances aspects of project execution along with coordinating, executing, and tracking business and fiscal activities.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Mastery of and skill in applying, the art and science of two or more specialty areas of an engineering or architectural discipline sufficient to: - Formulate, evaluate, nurture, and promote the generation and exchange of new theories, concepts, principles, methods, applications, and practices; - Plan, evaluate, and execute short- and long-range programs which impact national or international issues; - Serve as an authoritative expert and consultant on broad programs, highly specialized fields, or industries that affect national or international interests, the well-being of the public and the nation, and/or the sustainability of natural resources and environments; and - Extend the existing parameters of engineering or architecture knowledge and its application and practice. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
