This position is located at the Armed Forces Retirement Home (AFRH), Washington, DC, Office of the Chief Human Capital Officer (CHCO). The mission of the AFRH is to fulfill the nation's commitment to its Veterans by operating a retirement community with exceptional residential care and extensive support services.

Duties

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. Providing authoritative advice regarding technical aspects of human resource policies, performance management plans, and performance measures, as well as making recommendations for actions and solutions for implementation. Reviewing established Human Resources policies and practices, evaluating their effectiveness, recommending improvements, and redesigning as necessary to meet changing AFRH objectives. Performing a wide range of difficult and sensitive assignments and responds to fluctuations in requirements which often directly affect the operation of the Human Resources program. Accordingly, further developing, maintaining, and consulting on such procedures and policies to ensure effective handling of Human Resources actions, cases, and documents, especially when responding to oversight agencies and Office of Personnel Management (OPM). Serving as AFRH Human Resources functional advisor on staffing actions, employee personnel actions, recruitments, accessions, retirements, and separations, to include some characterized by high levels of complexity and controversy. The incumbent provides, as needed, Human Resources oversight and guidance to AFRH and servicing agencies. Assignments may require extensive analysis and evaluation of complex issues, projects, or programs; providing formal and informal assistance and advice; and conducting special assignments relative to labor relations and employee relations. Serving as Agency functional authority for Human Resources legal cases, grievances, EEO complaints, and policy clarification activities. The incumbent researches and analyzes applicable Federal employee Human Resources policy and guidance, and subsequently develops recommendations to modify existing AFRH policy as needed. Ascertains appropriate legal precedence and develops solutions for the CHCO.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience for the GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized experience for this position includes: Performing a wide-range of difficult and sensitive assignments that require developing, maintaining, and consulting on procedures and policies to ensure effective handling of HR cases and documents, especially when responding to oversight agencies and Office of Personnel Management (OPM); AND Managing staffing actions, employee personnel actions, recruitments, accessions, retirements, and separations, to include some characterized by high-levels of complexity and controversy. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-12, you must have been at the GS-11 level for 52 weeks Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
