This position is located in the Department of Homeland Security, Office of Strategy, Policy, and Plans Washington, District of Columbia.

Duties

The primary purpose of this position is to support the Assistant Secretary, Office of International Affairs in identifying and managing opportunities to pursue the Department's goals and furthering the Department's missions through cooperation and collaboration with Mexican officials. Duties performed: Plans, directs, and manages the development of DHS policies and initiatives with Mexico, including via engagement with DHS component agencies. Advises the Secretary of Homeland Security, the Under Secretary for Strategy, Policy, and Plans, and the Assistant Secretary for International Affairs on the formulation, coordination, and implementation of DHS policy and initiatives for Mexico and on the impact those policies and initiatives may have on bilateral and regional security and consequence management. Monitors current intelligence and threat reporting, identifying impact on homeland security and opportunities for broader bilateral efforts to counter terrorism and trans-national crime. Engages and directs engagements with a wide range of external PLCY customers and stakeholders and builds relationships to enable the accomplishment of PLCY objectives and goals. Assesses and revises policies and procedures as needed to find ways to improve quality, timeliness, and efficiency of work.

Specialized Experience: GS-15: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-14 level in the Federal service (obtained in either the public or private sectors) performing the following duties: 1) Developing initiatives to increase and improve the ability of the U.S government to ensure border, aviation, and/or migration security, and combat terrorism and transnational crimes; 2) Developing regional program policies to enhance security objectives to evaluate the effectiveness of government security and diplomatic programs with concern to Mexico; AND 3) Identifying Mexican security issues as it pertains to U.S. government interests through a broad understanding of Mexican culture, history, and traditions. NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted).
