About the Position: Serves as a technical expert in one or more areas of telecommunications systems technology, such as data communications networks, outside plant infrastructure, and voice systems. Provides expert advice on the design and modification of major telecommunications facilities.
Duties
Full range of specialized fields, such as Outside Plant (OSP) and Inside Plant (ISP) infrastructure, fiber optic cabling, network and systems engineering, Local Area Networks (LANs), Wireless LANs, Voice Over IP (VOIP), Power, Grounding and Bonding.
Design and engineer complete voice systems to include Session Initiation Protocol trunks, session controllers, and associated networking configurations.
Expert systems engineer and subject matter expert responsible for total information systems engineering, integration, test, and quality assurance of programs and projects assigned to the organization.

Plans for the successful conduct of the program/project with consideration given to site preparation, facility validation, installation, quality assurance, and testing.
Reviews and analyzes user operational requirements for a technical definition, and evaluates performance/cost trade-off in the determination of system design.
Plans, develops, and provides technical analyses of preliminary and detailed systems design, thereby creating total concept plans inclusive of overall system/network architecture and detailed site-by-site engineering installation Packages (EIPs).
Plans and conducts acceptance and operational testing of systems and equipment installed to ensure conformance with user requirements.
Designs test methodology and prepares test plans and procedures.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:

Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others.
