About the Position: 2nd Mate's exercise responsibility for the continued operation, maintenance, and safety of the dredge and attendant plant. Official duty station is the Dredge William L. Goetz, wherever it is located.

Duties

Supervises the work of the crew to include placement of pontoons, line anchors, and setting of an anchor barge, in connection with the moving and placing of swing line anchors used to control the movement of the Dredge. Supervises and directs deck crew in making up and breaking down of tows and handling lines in making lockage's. Performs work in connection with the annual overhaul and repair. Performs duties in connection with the overhaul and repair of diesel engines on the Dredge and attendant plant. Performs maintenance and repair work on hulls, decks and cabins of tenders, barges and launches of wood and steel construction. Plans work to be performed by assigned crew, outlining procedures to be followed and ensuring that necessary tools, materials and supplies are available to perform the work.

  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs; it is subject to drug and alcohol testing.
  • This is a Mission Essential position and is not subject to administrative dismissal in emergencies based on inclement weather conditions, or other emergency situations.
  • This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations. Employee shifts are rotated on a regularly scheduled basis.
  • Business travel up to 75% of the time.
  • Moderate to heavy lifting up to 50 lbs.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Section 1117, NDAA FY21, Public Law 116-283 to recruit and appoint qualified candidates to positions in the competitive service. There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Minimum Licensure: The minimum acceptable U.S. Coast Guard Merchant Mariner Credentials (MMCs) to be considered for this position are a MASTER of TOWING VESSELS upon the (WESTERN RIVERS) AND 1600 TON MATE OF STEAM & MOTOR VESSELS (WESTERN RIVERS). Minimum Qualifications (Screen Out Element): Ability to do the work of a 2nd Mate PLD Class I without more than normal supervision. I have the ability to perform common hydraulic dredging operations and maintenance activities, including setup and breakdown of steel floating pipeline and high-density plastic pipeline; setting and retrieval of dredge and pipeline anchors; use of quick disconnects for breaking floating pipeline across the navigation channel to allow passage of towboats. Operating and leading others in operation of heavy construction equipment (dozers, loaders, excavators, cranes); operating dredge tender vessels, towboats and small craft for transport of personnel, equipment and floating plant; navigating tows of various configurations and operating towing vessels through a range of river conditions. I can perform the common duties as stated above. I work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. Failure to meet this Screen out Element will result in an ineligible rating. PHYSICAL EFFORT Majority of time is spent inside. Physical exertion is required in scrubbing, waxing, and cleaning; chipping and scraping; loading and unloading supplies; and in making repairs. WORKING CONDITIONS Works inside and outside with majority of time spent inside. Physical exertion is required in scrubbing, waxing, cleaning and making repairs. Subject to skin irritations from using soaps and other cleaning materials. Must comply with safety procedures and regulations.
