About the Position: USCG license required. See the Conditions of Employment section for the license requirements. This is a dual rated position to Master, Tender, XH-5784-09. The official duty station is the Dredge Goetz, wherever it is located.

Duties

Assigned to operate vessels less than 1000 horsepower performing both towing and tender duties. The majority of work time is spent performing tending duties. Follows marine industry's "Rules of the Road" pertaining to the proper use and display of lights, horns, signals, etc. necessary on major navigation routes. Responsible for the safety and well-being of several people at any particular time and therefore shows sound judgment while steering tows, particularly in high water or fast flow conditions. When assigned to dredging, operates a tender in making and breaking up floating pontoon pipelines. On signal from Leverman, maneuvers anchor barge in lifting and setting anchors. Tows fuel barge, water barge, etc. When assigned to the Derrickboat, operates a tender for towing barges from Derrickboat to disposal area. Responsible for keeping the tender, cabin and engine room clean and in good operating condition. This position is dual-rated to the position of Master, Tender, XH-5784-09 on an as needed basis as determined by management.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • USCG credential required- The minimum acceptable U.S. Coast Guard merchant mariner credential (MMC) is the 100 TON MASTER OF STEAM and MOTOR VESSELS (WESTERN RIVERS) or APPRENTICE MATE STEERSMAN (WESTERN RIVERS).
  • Successful applicants MUST obtain the "MATE OF TOWING VESSELS (WESTERN RIVERS)" MMC within 48 months of selection for this position. Failure to achieve the specified license upgrade within 48 months of selection may result in removal action.
  • This is a seasonal position. Seasonal employment means annually recurring periods of work that typically last eight to ten months each year but may vary depending upon the needs of management.
  • Scheduled and Unscheduled Overtime may be required.
  • May be required to alternate working hours on all shifts to include weekdays and weekends as well as rotating shifts.
  • Pre-employment and annual physicals may be required.
  • The position meets the criteria for random drug testing under the Department of the Army Drug-Free Federal Workplace Program as supplemented by the USACE Pamphlet 600-1-3.
  • This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work.

Sound judgment while steering tows. Operations of diesel tender. Signal from 2nd Mate and Leverman, maneuvers anchor barge in lifting and setting anchors. Towing of fuel barge, water barge, etc. Failure to meet this Screen Out Element will result in an ineligible rating. Ability To Do The Work Of The Position Without More Than Normal Supervision (Screen-out Element)Ability to Drive Safely (Motor Vehicles)Ability To Interpret Instructions, Specifications, etc. (related to mobile equipment operation)Ability To Operate Safely (Non-Motor Vehicle)Operation of Motor VehiclesReliability and Dependability as a Towboat OperatorWork Practices (includes keeping things neat, clean, and in order) Physical Effort: Physical exertion is required in lifting heavy parts, tying up barges, etc. Continuous standing, walking and stooping are required. Working conditions: There is danger of injury as a result of snapping cables and lines moving heavy equipment and lifting heavy anchors. There is exposure to traffic hazards, especially at night. Since work is over water, there is danger of drowning, although workers are required to wear Kapok vests.
