The position is located in the Office of Administration within the Executive Office for United States Trustees (EOUST). The United States Trustee Program (USTP) is a nation-wide program responsible for overseeing the administration of bankruptcy cases and private trustees. USTP has broad administrative, regulatory, and litigation/enforcement authorities. This Assistant Director position reports to the Deputy Director for Management, and oversees the Office of Administration. The Office of Administration consists of the Facilities and Personnel Security Branch, the Procurement and Property Management Branch, and the Budget and Finance Branch. In addition, the Assistant Director is the senior advisor to United States Trustees and Assistant United States Trustees on employee relations matters. The Assistant Director also serves as the liaison to the Justice Management Division's Human Resources office, which is the shared service provide for HR for the USTP. The successful candidate will serve as the key management official responsible for the functional oversight of administrative programs of the USTP. You will be responsible for leading and managing the USTP's budget formulation and execution, human resources management, procurement, facilities management, personnel and physical security, and other ancillary administrative and organizational management functions that enable the USTP to carry out its mission goals.
The duties of this Assistant Director position include but are not limited to:
Formulate program goals, plans, policies, procedures, and work plans dealing with the development and operation of the Office of Administration.
Ensure administrative services, resources, and funding meet the goals, mission, and function of the EOUST.
Provide advice, counsel, and recommendations to the Deputy Director and other USTP senior officials regarding all aspects of administrative functions, including budget, human resources, facilities, acquisitions, and personnel safety and security.
Manage the USTP's budget formulation and execution functions and serve as an advocate for resource needs with senior officials of the Department's Justice Management Division, the Office of Management and Budget, the Congress, and others.
Oversee the USTP's purchasing and contracting functions, ensuring compliance with applicable acquisition laws and regulations and maintenance of appropriate systems of control.
Formulate short-and long-range plans for the office, and provide advice and counsel to USTP leadership, with a focus on optimizing the use of resources and funds in order to realize USTP goals through the sound and comprehensive management of programs.
Review recommendations from branch chiefs and provide final determination on office-wide policies and procedures, and programmatic changes of significant impact to the organization.
Oversee the execution of the full range of human resources authorities, including recruitment and hiring, employee benefits, payroll, performance management, awards, and leave administration. Implementation of operational human resources functions is performed through other Department of Justice or contractor staff.
Requirements
- You must be a United States Citizen or National.
- You will be required to complete a pre-employment security investigation and background check which includes a drug screening.

Qualifications
To qualify for the position of Assistant Director at (GS-0301-15), you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to this series and grade you're applying to.
If you are a current or former government employee on a permanent appointment in the competitive service, you will need to demonstrate 1-year (52-weeks) at the next lower grade level, to meet the time-in-grade requirements for this occupational series and grade. Additionally, please ensure to submit an applicable SF50 (please refer to the "required documents" section for additional information).
To qualify for the Assistant Director, GS-0301-15, your resume must demonstrate one year of specialized experience equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector overseeing operational programs, related to facilities and security, procurement, budget, and human resources, to administratively support an organization's objectives.
