About the Position: You will serve as a Contracting Officer Representative and perform quality assurance of service contracts. Service contracts include; construction, maintenance and repair, water analysis, refuse collection and disposal, custodial recycling, solid waste disposal and other services as directed/needed.
Duties
Develop Service Contract Requests, performance work statements, and Independent Government Estimates.
Develop Sole Source Justifications, Service Contract Approval Requests, Purchase Requests, and Work Orders.
Develop Acquisition Planning Execution Checklist and other contract support documents.
Conduct analysis of goods and services received, and maintain records of quality assurance actions.
Track payment of service invoices.
Develop statements of work and cost estimates for project work.
Develop inspection plans and schedule inspections.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires level II Contracting Officer's Representative training within 6 months.
- This position requires a valid state driver’s license.
- This position requires a pre-employment physical.
- This position requires confidential financial disclosure (OGE-450).

In order to qualify, you must meet the experience and/or educational requirements described below. Qualified applicants will describe in their resume at least one year of specialized experience with verifying compliance with contract specifications, and tracking payments of service invoices.

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Management, Accounting, or Procurement/Logistics. You must include a copy of our transcripts in the application package.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. You must include a copy of our transcripts in the application package.
