He/she serves as the Chief, Health Administration Service (HAS) for the Roseburg VA Medical Center by performing duties directly contributing to HAS operations.

Duties
Responsible for marketing, business planning, external revenue generation, insurance functions, and overall functions of Health Administration Service (HAS).
Responsible for providing constructive recommendations for modifications to Oracle/Cerner to increase efficiency and effectiveness of the Electronic Health Record and for pre/post training requirements for future Oracle/Cerner facilities.
Ensures service line resources are used effectively and efficiently, and that the annual budget projections are accurate and support the service line strategic plans.
Develops annual budget for beneficiary travel and lodging, and other HAS programs, and identified opportunities to reduce costs, eliminate waste, and assure resources are used in the most cost-effective manner.
Advocates for continual learning for employees at all levels to help improve performance and contributions in the healthcare process, identifying potential candidates for positions of higher responsibility, and developing opportunities to support service line succession planning.
Participates in Health Care System's strategic planning process and works with the Director, HAS to develop a complementary HAS strategic plan to help the facility meet patient care goals.
Effectively anticipates problems, develops solutions, and formulates plans to meet workload demands, patient needs, and patient expectations.
Directly supports planning operations, clinical operations, and non-clinical operations to ensure that the Health Care System's Emergency Operations Center operates efficiently and effective in it's emergency response.
Approves, rejects, or recommends selections, promotions, status changes, awards, disciplinary actions, and separations for all staff assigned to HAS.
Develops and directs a formal orientation and training program for HAS employees which provides technically competent medical administration employees to support the functions of the professional staff.
Performs other related duties as assigned.

Qualifications
To qualify for this position, applicants must meet Time-in-grade requirements and Specialized Experience within 30 days of the closing date of this announcement, 02/12/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Providing leadership for health administration activities within a healthcare system planning, managing, and coordinating methods, procedures, and approaches to accomplish mission goals. Developing short and long term strategic plans and strategic resource management. Routinely analyze and develop adherence plans, to include anticipated implications, for laws, regulations, policies, industry trends, and best practices related to hospital administration. Providing major recommendations that have direct and substantial impact on the organization and projects managed. Using qualitative and quantitative analysis to plan and execute logistics operations with acquisition, fiscal/budget, clinical and administrative activities across the organization. Experience using Oracle/Cerner Millennium Electronic Health Record. NOTE: Experience must be fully documented on your resume and must include job title, duties, month & year starting and ending dates AND hours worked per week.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Walking, stooping, and bending is required.
