About the Position: As the Army's primary integrator of C5ISR technologies and systems, the U.S. Army Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance and Reconnaissance (C5ISR) Center conducts Research and Development, or R&D, across a wide variety of capability areas that support all of the Army's Modernization priorities.
This is an Interdisciplinary position and may be filled with any of the listed occupations.
Duties
Serve as Branch Chief within the IR Camera Technology (IRCT) Branch, Electro-Optic Component Division (EOCD), Research and Technology Integration (RTI) Directorate.
Lead research and development efforts related to broadband imaging sensors and readout integrated circuits (ROICs) across the electro-optic infrared spectrum backed by gold-standard test and characterization.
Work with EOCD leadership on strategic planning of future technical research and development efforts for the IRCT Branch on broadband infrared (IR) cameras and ROICs.
Provide expertise in existing and emerging electro-optic/infrared (EO/IR) imaging sensor systems and components. Identify key technology areas and pursue funding opportunities.
Report to the Electro-Optic Component Division Chief.
Maintain responsibility for IRCT Branch budgets, personnel, and resources.
Provide technical leadership to a highly technical team on research and development efforts, lab characterizations and testing of sensors and related components, and field testing of IR sensors and components.
Develop proposals for funding in technology areas related to IRCT Branch.
Support existing IRCT Branch customers and develop new customers for related technologies.
Be responsible for communication and interactions with customers.
Interact with modeling and systems-level divisions across C5ISR Center.
Provide technical assessments and support to EOCD and RTI Directorate senior leadership in developing courses of action for EO/IR sensor technologies.
Provide EO/IR sensor expertise, pursuing collaboration opportunities on internally and externally funded projects, and ensuring smooth transitions of research and development efforts.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.
- Incumbent is required to submit a Financial Disclosure Statement, OGE-450 upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.
- One-year supervisory trial/probationary period may be required unless previously completed.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Engineering and Technical Management certification within 60 months as of entrance on duty.
- Appointment to this position is subject to an extended three-year probationary period for the Engineer and Scientist Occupational Family. While probationary the incumbent can be terminated with limited appeal rights.
- Must be able to obtain and maintain a Secret Security Clearance.
- Temporary Business Travel is required approximately more than 25% of the time away from the duty station. Position is subject to travel on short notice (i.e., less than 24 hours' notice).
- May be required to work overtime and other than normal duty hours which may include evenings, weekends, and/or holidays. Call back and emergency duty are regular requirements of this position.

To qualify at the DB-04/GS-14 grade level, in addition to meeting the basic education requirement listed below, you must have one year of specialized experience at the next lower grade level. Specialized Experience is defined as experience equivalent to the DB-03 pay band (or GS-13 grade level or higher equivalency) in the Federal Service which includes experience in 1) thorough knowledge of electro-optic/infrared (EO/IR) sensor components and their development in the near-infrared through longwave infrared wavebands; 2) experience with all aspects of laboratory and field testing of prototype systems; 3) experience initiating, leading, and managing research and development efforts with a highly technical team; 4) skills developing new customers and communicating technical and programmatic results; and 5) experience briefing senior leaders on results and courses of action related to technical programs.

1550 Series Basic Education Requirement for Supervisory Computer Scientist:
Degree: Bachelor's degree (or higher degree) in computer science or bachelor's degree (or higher degree) with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus.

800 Series Basic Education Requirement for a Supervisory Engineer (0801, 0854, 0855):
A. Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1.Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2.Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico.
3.Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program.
4.Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (You MUST submit a copy of your transcripts along with a letter of reference stating that you have at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. The letter must be signed by the engineer who provided the professional engineer supervision. It must also include their name, phone number, and list their engineer credentials such as engineer education or professional certificates).
1301 Series Basic Education Requirement for a Supervisory General Physical Scientist:
A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics

B. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

Combination of Education and Experience: Course work equivalent to a major in the physical sciences, life sciences, or engineering, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education.
