As a Program Manager at the GS-0340-15, you will be part of FSEM Facilities Division, Office of Personnel Management. If selected, you will be responsible for serving as the senior advisor to the Director of the Federal Executive Institute (FEI) and the Facilities Division Director on all aspects of FEI operations and maintenance, contract, and facility management and ongoing program support to facilitate execution of the FEI mission and business operations.
Duties
Supports the Director of FEI by managing the day-to-day activities of Center for Leadership Development program staff and faculty.
Oversees the overall strategic planning, direction, and execution of the FEI goals, objectives, and program support.
Provides leadership and oversight for the full range of administrative, operations, and business activities at FEI.
Qualifications
For the GS15: You must have at least one year (52 weeks) of experience equivalent to the GS-14 grade level which demonstrates all of the following items:
1) Identifying and developing plans to address maintenance issues for an entire facility and associated grounds;
2) Managing the life cycle of contracts and contractor staff; implementing and maintaining an operations and maintenance, safety, security, and emergency management program for a facility;
3) Have a level 3 COR certification, and experience in managing multi-million dollar service contracts as it relates to facilities, housekeeping & janitorial and utility services;
4) Experience providing expert advice and counsel to senior leaders on day-to-day business operations and management, conducting briefings, presentations and liaising with relevant internal and external stakeholders and high-level officials; AND
5) Experience providing direction and oversight of complex budget/financial management for building operations, and maintenance activities.
Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS 15 level.
