This position is located in the Jackson district office of the Office of Field Operations (OFO), Regulatory Operations. The district office is responsible for the overall management of an inspection and enforcement program involving meat, poultry, and egg products in several states.

Duties

Serves as main administrative support person using training and technical experience both in management analysis and administrative management to serve as technical consultant and administrative advisor to the Supervisory Program Managers. Makes major decisions concerning budget execution and purchases, and compiles, tracks and updates expenditure information using financial data systems, ensuring that all district funds are accounted for accurately and allocated appropriately. Develops, documents, and maintains the district's organizational structure, human resource utilization, work methods and procedures and develops alternative recommendations designed to improve effectiveness and efficiency. Monitors all district space utilization and serves as the Accountable Property Officer for the district, responsible for the inventory and reporting on all personal property. Technical advisor in developing management policy relating to organizational structure; program planning, development, and execution; human resources planning and employee relations. Deals directly with Labor Management and Union officials on a variety of issues/matters that pertain to employee who are assigned to positions that are represented by a Union.

Qualifications

Applicants must meet all qualifications and eligibility requirements (including time-in-grade restrictions, specialized experience and/or education) by the closing date of the announcement, as defined below: Time in grade: Applicants must meet one year at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-12 grade level for consideration at the GS-13 grade level.) For the GS-13 level: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that demonstrates the ability to lead and supervise an administrative team to achieve an organizations administrative requirements, in at least 4 of the following 5 areas: Developing, analyzing, or evaluating operating strategies for the placement and use of personnel; Developing, analyzing, or evaluating operating guidelines for the financial management of an organization; Developing and executing an annual budget that includes projecting staffing levels; Recruiting, interviewing, hiring, and maintaining a workforce; Providing expert advice and guidance to key leadership on federal personnel, resource, and fiscal management including effective, efficient, and regulatorily correct options and recommendations concerning personnel, resources, and budgets. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
