The Business Office is committed to providing customer friendly administrative support services to patients and clinical staff that is quick and efficient, incorporates the Health Care System's Primary Care goals, and minimizes bureaucratic processes. This is a unique position/concept within the VA in that previously, specialization in various benefit programs has been viewed as the most efficient method to accomplish administrative processing.
Duties
The incumbent functions as the single administrative contact for a client during any one visit to a SFVAHCS division. Incumbent is the initial contact point for veteran/sharing agreement/CHAMPUS clients accessing the VA system for the first time, or re-accessing the system after an absence from VA Care. The incumbent receives, determines needs, entitlements, and coordinates a client's visit from arrival to departure, ensuring all administrative and clinical details have been completed before an applicant leaves the facility. When necessary, the incumbent will make telephonic contacts with the client to follow-up and complete details from a previous visit.
Duties include but not limited to:
Greets and receives applicants and determines his/her status in the VA system. In the case of a new patient, the incumbent must determine eligibility based on the correct application of current regulations, directives and CBA guidance governing entitlement to medical benefits.
Reviewing all available documentation and data bases, such as, DD-214, VIS, etc. The incumbent is responsible for identifying critical facts and any special eligibility status such as, Service Connection, Combat Veteran, POW, Purple Heat, Agent Orange, etc.
Verifies eligibility determinations thereby assuming responsibility in committing the United States Government to provide or deny care being requested.
Advises the veteran of his/her eligibility status and enrollment Priority Group for VA Health Care, explaining his /her billing co-payment status, including how his/her private insurance may affect his/her VA billing co-payments. The incumbent also will advise the veteran if he/she is determined to be ineligible of their appeals rights and procedures in writing and assist them to submit a notice of disagreement.
Work Schedule: MONDAY THROUGH FRIDAY 07:30AM - 04:00PM
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/27/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Skill in problem solving, Ability to effectively communicate, Ability to independently establish priorities, ability to deal with customers, knowledge of various office equipment and computer based programs. (This experience must be well documented in your resume or application package.)
