The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
Conducts compliance reviews on 637 applications and registrations to validate the applicant's/registrant'sregistration qualifications. This includes ensuring the taxpayer and related parties have no current outstanding tax liabilities or delinquent tax returns. The employee contacts taxpayers through correspondence or through the telephone to obtain information, explain liability, and encourage compliance; performs necessary research using IDRS and AIMS generated material, and orders documents and transcripts pertinent to issues; computes or re-computes excise tax based on information supplied by the taxpayer, taxpayer's representative, and/or third party, as well as individual judgment of overall case intent.
As required, overrides the normal processing system (AIMS and IDRS) in addressing a manual tax or interest computations; initiates special handling notices to provide instructions for the full range of corrections to taxpayer accounts; receives 637 applications, checks applicant/registrant information on the Excise database to determine if the information on the database matches the information on the application, and corrects the database if necessary. Sends initial contact letters to applicants and sends follow up correspondence review letters to registrants.
Prepares files and reviews all documents to ensure that all recordations are received and maintained for each case. This includes preparing comprehensive work-papers which fully document the technical and factual details of the case and the action taken. For certain activity letters, the technician secures delinquent returns if necessary, solicits and secures payment of tax, penalties, and interest; recommending approval or denial of the application. For recommendations of approval, makes the recommendation for approval; issues a National Registration Number; updates the Excise database; prepares and mails the approved application and updates the case file. For recommendations of denial, makes the recommendation of denial; prepares and mails the denial letter; and updates the case file. For recommendations of revocation, makes the recommendation for revocation; issues the prepares and mails the revocation letter; and updates the case file.Informs the supervisor of recurring procedural problems and suggests new or revised procedures or methods.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE FOR GS-07: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-06 grade level in the Federal service. Specialized experience for this position includes experience that is related to the work of this position and has provided you with the competencies required for successful job performance. Examples of qualifying experience may have been gained in positions in a bookkeeping or accounting position, or interactions with the public analyzing tax or accounting problems and resolving high-conflict differences through use of established guidelines, or in an interaction with customers in person, in writing or by telephone in a variety of situations that require solicitation of information to identify concerns and offer solutions. Your position may have included interpreting account information to address a variety of issues, guidelines, and past transactions.
