The primary purpose of this position is: This is a developmental position with known promotion potential to the target position of 04409, Realty Specialist, GS-1170-12. Incumbent works closely with the supervisor in performing duties identified in the full performance standard core personnel document/core document.

Duties

Requirements

  • Work may occasionally require travel outside the normal duty hours and away from the normal duty station on military or commercial aircraft, or other conveyance in performance of TDY

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administration and Management position. SPECIALIZED EXPERIENCE: GS-09: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of commonly applied real property principles, rules, regulations, and practices as well as agency, state, and local government procedures and appropriate statutes and policies; knowledge of space management and utilization practices and techniques, and policies and procedures for real property documentation and records; knowledge of out grant procedures and required documentation; and knowledge of property disposal policies and procedures. GS-11: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of complex real property principles, concepts, and practices; as well as agency, state, and local government procedures, and the appropriate statutes and policies; knowledge of property disposal policies and procedures, out grant procedures, local market situations, and required documentation; knowledge of policies and procedures for real property documentation and records, as well as knowledge of common accounting and data analysis principles. GS-12: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of real estate is required to interpret and adapt processes and procedures to meet organization's unique real estate goals and objectives; knowledge of various real estate instruments and instrument content requirements is needed to advise the unit on appropriate instrument, amendment, renewal or disposal application to he used to ensure property rights obtained meet organization's unique mission requirements; knowledge of real estate software applications i.e., Work Information Management System (WIMS), Project Data System (PDS), Accountable Property System of Record (APSR), word processing, graphics, spreadsheets, database management systems, and communications to perform a variety of basic office automation functions. OR EDUCATION: GS-09: You must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your transcripts. GS-11: You must have a Ph. D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your transcripts FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: GS-09: 1. Ability to analyze space utilization requirements and make recommendations on reuse. 6. Ability to communicate effectively, both orally and in writing, using tact and diplomacy. Education

GS 12:

1. Knowledge of Air Force real estate is required to interpret and adapt processes and procedures to meet AFCEC and ANG unique real estate goals and objectives.
2. Knowledge of various real estate instruments and instrument content requirements is needed to advise the unit on appropriate instrument, amendment, renewal or disposal application to he used to ensure property rights obtained meet ANG unique mission requirements.
3. Ability to effectively communicate both verbally and in writing.
4. Knowledge of PCs and associated real estate software applications i.e., Work Information Management System (WIMS), Project Data System (PDS), Accountable Property System of Record (APSR), word processing, graphics, spreadsheets, database management systems, and communications to perform a variety of basic office automation functions.
5. Ability to develop and teach real estate course curriculum in varying formats.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
