The primary purpose of this position is to assist the Real Estate Chief and oversee real property programs and actions at multiple Air National Guard bases and operating locations within the United States and its territories (including. Guam, Virgin Islands, Puerto Rico) and to investigate and formulate the resolution of complex real estate initiatives to ensure real estate objectives.
Duties
Assists the Real Estate Chief with the formulation, dissemination and oversight of ANG Real Estate Execution policy and procedures at assigned ANG units located within the United States and its territories.
Directly interacts with the Air National Guard Programming and Requirements Branches.
Conducts Staff Assistance Visits/Inspections to units of assignment to evaluate effectiveness of real estate execution management objectives, and pros ide additional training emphasis on real estate execution actions assisting with recommendation to resolving complex real estate problems and projects as appropriate.
Responsible for accountability, the accuracy and submission of real estate reports and accountable real estate records that are prescribed by HQ AF/A4 or Congress.

- This is a developmental position with full potential to GS-12 . This position may be filled at the GS-09, 11 or GS-12 grade level.
- The candidate selected for this position may be non-competitively promoted to the target grade of GS-12 upon completion of the following requirements:
- (a) satisfactory demonstration of ability to perform at the higher-grade level; (b) recommendation for promotion by supervisor; and (c) completion of all OPM qualifications, including time in grade and all conditions of employment
- This position may be Centrally Managed if hired at the GS-12 position only
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE:
GS-09: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of commonly applied real property principles, rules, regulations, and practices as well as agency, state, and local government procedures and appropriate statutes and policies; knowledge of space management and utilization practices and techniques, and policies and procedures for real property documentation and records; knowledge of out grant procedures and required documentation; and knowledge of property disposal policies and procedures.
GS-11: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of complex real property laws, legal procedures, regulations, instructions, directives, principles, concepts, and practices; as well as a good understanding of the real estate market to acquire real property involving a combination of complicating factors at a military installation which involves high volume activity; knowledge of budget processes, procedures, and requirements to formulate, justify, and monitor various fund's expenditures.
GS-12: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of real estate principles, concepts, and practices as well as a good understanding of the real estate market to perform work such as acquiring property or space, or providing guidance to other agencies, or State and local governments on such matters as the acquisition of space, relocation of employees, tenants, and/or property owners, or land use constraints, in situations involving a combination of complicating factors such as unusual and diverse uses; a wide range of acquisition methods; incomplete, inaccurate, conflicting ownership information; numerous or unusual encumbrances on titles, few comparable properties, clients with unusual, extensive, or rapidly changing g needs; disposing of Federally owned property or property obtained through foreclosure of defaulted insured loans that may involve numerous environmental concerns, limited or unstable markets, unusual security problems, numerous public conveyance, extensive damages that make the property difficult to sell, and/or significant economic impact on local real estate markets.

EDUCATION:
GS-09: Mandated bachelor's degree AND Two full academic years of progressively higher level graduate education or masters or equivalent graduate degree or LL.B. or J.D. NOTE: You must submit copies of your transcripts.
GS-11: Mandated bachelor's degree AND Three full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree. NOTE: You must submit copies of your transcripts.
OR
COMBINATION OF EXPERIENCE AND EDUCATION:
GS-09 / GS-11: A combination of experience and education may be used to qualify provided the combined total of your education and experience equals 100% of the requirement. (Note: You must submit a copy of your transcripts.)
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
GS 09:
Knowledge of commonly applied real property principles, rules, regulations, and practices as well as agency, state, and local government procedures and appropriate statutes and policies.

GS 11:

Knowledge of policies and procedures for real property documentation and records, as well as knowledge of common accounting and data analysis principles.
Skill in gathering, evaluating, and interpreting data to arrive at valid conclusions and offer meaningful recommendations.
Ability to analyze space utilization requirements and make recommendations on reuse.
Ability to communicate effectively, both orally and in writing, using tact and diplomacy.
GS 12:
Knowledge of Air Force real estate is required to interpret and adapt processes and procedures to meet AFCEC and ANG unique real estate goals and objectives.
Knowledge of various real estate instruments and instrument content requirements is needed to advise the unit on appropriate instrument, amendment, renewal or disposal application to he used to ensure property rights obtained meet ANG unique mission requirements.
Ability to effectively communicate both verbally and in writing.
Knowledge of PCs and associated real estate software applications i.e., Work Information Management System (WIMS), Project Data System (PDS), Accountable Property System of Record (APSR), word processing, graphics, spreadsheets, database management systems, and communications to perform a variety of basic office automation functions.
Ability to develop and teach real estate course curriculum in varying formats.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
