The Assistant Nurse Manager will support Primary Care clinics in an outpatient setting, including the Tallahassee VA Walk-in Clinic. Future Primary Care clinics will be added as they are developed and implemented.
Duties
PATIENT CARE:
Directs and coordinates team activity toward patient centered care
Supervises all Tallahassee and Perry Primary Care and Tallahassee Walk-In Clinic Nursing staff
Assigns personnel in the designated clinic to ensure patient needs and quality of care are met in accordance with administrative and clinical policies and procedures
Prepares, reviews, interprets, and evaluates data based on patient care performance metrics
Plans, coordinates, and evaluates patient care using a multidisciplinary process to meet patients' needs.
Educate staff on a variety of standard medical equipment to perform medical procedures and/or examinations on patients
Responsible for completing or supporting all clinical and administrative responsibilities such as proficiency reports, certification renewal dates, and licensure dates, meeting all educational training requirements, and exceeding team performance metrics.
STAFF DEVELOPMENT:
Interacts and collaborates with the Chief Medical Officer, Administrative Officer, Physicians/Providers, Assistant Chief Nurse, and Nurse Manager (NM) on operations to ensure the best quality patient care is provided.
Ensures nursing staff prepare, administer, and document medications and treatments as ordered by the Physician/provider in accordance with established Outpatient nursing practice.
Participates, leads, and organizes performance Improvement activities using Lean Six Sigma training/certifications.
Ensures Peer Reviews or Chart audits are completed on all Nursing Staff as required.
Identifies clinical issues and training needs and coordinates educational activities in conjunction with the Clinical Nurse Educator.
Manages and completes staff schedule and VATAS timekeeping.
ADMINISTRATION:
Assumes Nurse Manager functions in the absence of the NM
Supervises, counsels, and evaluates performance of RNs, LPNs and HTs assigned to his/her area of responsibility
Interprets, clarifies, and implements Nursing policies with staff
Collaborates with various departments, facilities, and outside organizations as required
Promotes flexibility and adaptability to changing situations
Performs other duties deemed necessary by Leadership which may include flexibility to cover extended hours and/or late/early clinics or alternate sites
Incorporates collaborative strategies with other disciplines to ensure that safe and efficient process and procedures take place in the clinics.
Demonstrate critical thinking skills analyzing available resources and identifies risk areas which include budgeting, staffing, supplies, equipment, RME, Telehealth and data to achieve maximum productivity, efficiency and positive outcomes/results for all procedures and clinics.
Be a proactive leader in the clinics
Assists NM to plan, organize, direct and control clinic operations relating to Nursing Practice
Provide feedback to NM on annual proficiencies and performance appraisals on assigned nursing staff
Ensure Clinic meets/exceeds Joint Commission requirements and standards for the outpatient clinic setting
Recommend and communicate current/updated infection control, RME, Joint Commission standards as well as evidenced-based practice with Assistant Chief Nurse, NM, Clinical Nurse Educator, and assigned nursing staff
Collaborate with Clinical Nurse Educator in orientation of newly hired nursing staff. Monitor new staff orientation progress and initiate efforts to improve orientation program and meet the needs of the newly hired nurse.
Monitoring and collaborating with NM on staffing needs and assisting NM in Human Resources postings, references, and interviews for vacancies.
Attend nursing and leadership meetings and committees as assigned.
Develops and implements All Employee Survey Action Plans, updating Huddle Board for staff review; evaluates and reviews action plan quarterly.
Reviews data and metrics routinely and educates staff on monitoring team data for team performance improvements.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required.
Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience.
Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience.
Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 years of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 years of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required.
Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years of nursing practice/experience; OR a Doctoral degree and approximately 2-3 years of nursing practice/experience.
Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required.
Preferred Experience:
Basic Life Support (BLS)
3-5 years of Supervisory experience and strong leadership skills
Strong technology understanding and application
Active membership in professional organization
Bachelor's in Nursing required, Masters in Nursing or BSN with Masters in related field preferred
Minimum of two years of recent RN experience in ambulatory care preferred
Minimum five years varied medical/surgical or Critical Care clinical experience as an RN with above average clinical and health assessment skills
A minimum of 5 years of successful nursing practice with at least 3 years of recent progressive clinical leadership responsibilities preferred
Certification in area of specialty by nationally recognized nursing association preferred
Excellent skills in interpersonal relations with the health care team and general public; patient/family advocate
Implementation of successful program development and/or strategic planning
Active participation with an interdisciplinary health care team to successfully achieve short and long-term goals and objectives
Demonstrated ambulatory care leadership and expected outcomes related to the Joint Commission Standards of Care and RME surveys
Demonstrated excellent interdisciplinary skills, writing skills, team building and ability to work with diverse groups of people.

Physical Requirements: Incumbent must possess the mental and physical ability to satisfactorily perform the duties of the proposed
assignment. Physical requirements include visual acuity, keen hearing, clear distinctive speech, and manual dexterity. May involve potentially long periods of lifting, carrying, pulling, pushing, reaching above shoulder, walking, standing, sitting, kneeling, and repeated bending. Transferring patients and objects may be required. Safe patient handling equipment is provided. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations, operative/invasive procedures, or home settings. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. Must complete annual Employee Health as a condition of employment. The incumbent who provides care in home settings or other off-site locations may be required to drive, sit and/or ride in GSA-vehicles for long periods of time.
In-direct patient care work is mostly sedentary. Typically the employee sits comfortably to complete the work. However, there may be some walking, standing, bending and carrying of light items such as patient records and supplies. In-direct care staff may be assigned to work in direct care areas as needed.
