The North Florida/South Georgia Veterans Health System is recruiting a Nurse Manager for Primary Care at the Tallahassee Outpatient Clinic (TOPC), including management of the Perry Community Based Outpatient Clinic (CBOC) nursing team. This position requires dedication and commitment of an experienced RN to function in a leadership role, to include but not limited to schedule, mentor and supervise nursing staff members as well as to facilitate patient flow and positive patient outcomes.
Duties
Duties:
The Nurse Manager is responsible for providing the overall direction and leadership of clinical care in conjunction with the Primary Care Section Chiefs at the Tallahassee and Perry Outpatient Clinics. The clinics prepare veterans for various outpatient treatment and procedures, provide nursing support and monitoring.
Uses collaborative strategies with other disciplines to ensure that safe and efficient process and procedures take place in the clinic.
Accountable for the management and supervision of all nursing personnel and assigned support staff.
Uses critical thinking skills analyzing available resources and identifies risk areas which include budgeting, staffing, supplies, equipment, and data to achieve maximum productivity, efficiency, and positive outcomes/results for all encounters.
Keeps abreast of changes in research and evidenced-based practice as it relates to Patient Aligned Care Teams
Responsible for the proactive and professional leadership of the Outpatient Clinics, resulting in outstanding veteran satisfaction and clinical outcomes.
Acts as Role Model and Mentor for all levels of nursing staff at the Tallahassee and Perry Outpatient Clinics.
Plan, organize, direct and control clinic operations relating to Nursing Practice at the Tallahassee and Perry Outpatient Clinics.
Collaborates with Assistant Chief Nurse TOPC, Specialty Nurse Manger/Asst. NM/CNE and clinic supervisors related to primary care clinics, special projects for Nursing Service and clinic operations.
Works collaboratively with NF/SG VA Outpatient Clinic Leadership groups in planning and implementing practices to improve operations and care to Veterans.
Evaluates data and outcome measures.
Applies fiscal principles.
Develops effective business plans.
Develops and maintains accurate and comparable data to enable databased decisions for quality patient care and process improvements.
Collaborates with other departments and disciplines to ensure the identification, measurement, and evaluation of performance improvement initiatives specific to the patient care services provided.
Competency in organization management skills, communication skills, data/operations analysis, and strategic planning skills.
Manages and completes staff schedule and VA Time and Leave in collaboration with the Timekeepers.
Monitor appropriate use of supplies.
Creates and/or maintains update on policies and Standard Operating Procedures (SOP).
Complete annual proficiencies and performance appraisals on assigned nursing staff.
Contributes to the professional growth and development of staff.
Ensure the Tallahassee and Perry Outpatient Clinics meet/exceed Joint Commission requirements and standards for the outpatient clinic setting.
Recommend and communicate current/updated infection control, Reusable Medical Equipment (RME), Joint Commission standards as well as evidenced-based practice with Assistant Chief Nurse, Nurse Manager, Assistant Nurse Manager, Clinical Nurse Educator, and assigned nursing staff.
Proactively plan and collaborate with multiple disciplines assigned within North Florida/South Georgia VA system.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.

Selection Criteria for Best Qualified for TOPC and Perry CBOC Nurse Manager Position:
Basic Life Support (BLS)
Master of Science in Nursing (MSN) or BSN with Masters in related field required.
Previous ambulatory care and/or community-based experience
Minimum three to five years varied medical/surgical clinical experience as an RN with above average clinical and health assessment skills required.
A minimum of five years of successful nursing practice with at least 3 years of recent progressive clinical leadership responsibilities
Previous experience in case management preferred.
Certification in area of specialty by nationally recognized nursing association
Excellent skills in interpersonal relations with the health care team and public.
Documentation of successful programmatic development and/or strategic planning
Documentation of successful experience in working with an interdisciplinary health care team to achieve short and long-term goals and objectives.
Demonstrated ability to provide leadership and expected outcomes related to the Joint Commission Standards of Care
Demonstrated excellent skills in writing, team building and ability to work with diverse groups of people.
Creativity, flexibility, strong organizational skills with ability to prioritize, and multitask, and is a team player proactive to change in a fast-paced changing environment.
Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required.
Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience.
Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience.
Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 years of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 years of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required.
Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years of nursing practice/experience; OR a Doctoral degree and approximately 2-3 years of nursing practice/experience.
Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required.

Physical Requirements: Incumbent must possess the mental and physical ability to satisfactorily perform the duties of the proposed assignment. Physical requirements include visual acuity, keen hearing, clear distinctive speech, and manual dexterity. May involve potentially long periods of lifting, carrying, pulling, pushing, reaching above shoulder, walking, standing, sitting, kneeling, and repeated bending. Transferring patients and objects may be required. Safe patient handling equipment is provided. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations, operative/invasive procedures, or home settings. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. Must complete annual Employee Health as a condition of employment. The incumbent who provides care in home settings or other off-site locations may be required to drive, sit and/or ride in GSA-vehicles for long periods of time. In-direct patient care work is mostly sedentary. Typically, the employee sits comfortably to complete the work. However, there may be some walking, standing, bending, and carrying of light items such as patient records and supplies. In-direct care staff may be assigned to work in direct care areas as needed.
