Duties

Develop, review, recommend, and modify geospatial program policies, standards, methods, controls, and procedures. Resolve complex problems affecting geospatial modeling, analysis, applications, and technology. Serve as a consultant and advisor regarding geospatial and ecological modeling and analysis that supports a range of natural resources planning and science activities over a wide geographic area. Initiate, formulate, plan, and execute a variety of geospatial assessments and projects that analyze and model natural and human-induced processes and biological and physical components of ecosystems at a variety of temporal and spatial scales. Analyze and evaluate current geospatial practices and future needs at the state and/or regional level and recommend appropriate resource management strategies to address those needs. Provide research results, knowledge, and new technologies to resource staff and field users by means such as technical publications, presentations, training sessions, web, and social media. Instruct others in how geospatial science, technology, and data can characterize and impact ecosystem processes; quantify habitat conditions for variety of species; and monitor natural resource conditions at a variety of temporal and spatial scales. Coordinate activities with other agencies, interest groups, and natural resources personnel with the goal of integrating landscape data into BLM Work is primarily sedentary, requiring long periods of sitting in one position and intense concentration. Occasionally there may be some physical exertion such as walking; hiking; standing; bending; lifting; carrying of items; driving; etc. Work is typically performed in an adequately lighted and climate controlled office. Occasional travel may be required.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements. Please be sure to include this information in your resume. In addition to meeting the education requirement, you must possess one (1) full year of specialized experience at or equivalent to the GS-11 grade level. Examples of specialized experience may include: Designs, develops, and manages geospatial databases, including conversion of digital data in various formats, and the conversion of thematic source maps from analog to digital form through the use of appropriate hardware and software. Conducts research to locate and obtain information from existing databases. Compiles geographic data from a variety of sources. Provides technical user support for all aspects of geospatial data and software. Works with a diverse group of resources specialists, planners, and managers to coordinate and implement geospatial applications and incorporate GIS resource data into a range of local planning documents and processes. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.

Education

To be eligible for the series(s) of this position, you must meet at least one of the below education requirements:

To qualify for the 0150 series you must have:
  • A degree in geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields.
OR
  • Combination of education and experience: courses equivalent to a major in geography, or a related field that included at least 24 semester hours in geography or related fields, as listed above, plus appropriate experience or additional education.

To qualify for the 0401 series you must have:
  • A degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
  • Combination of education and experience: Courses equivalent to a major, as listed above, plus appropriate experience or additional education.
To qualify for the 0408 series you must have:
  • A degree in biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences.
