Duties

The primary duties of this position are: Serves as a senior specialist for all Geographic Information Systems (GIS)/Remote Sensing (RS) systems in support of the Division of Resources Management, applying innovative solutions to novel GIS problems, issues, and projects, and designing new methods where established methods and procedures are inapplicable or are unavailable. Oversees the development and maintenance of clearinghouse mechanisms for the NSDI, including documentation of geospatial data following appropriate standards for that data. Acts as technical advisor for the Division's water rights studies and personally performs the more complex and controversial assignments. Defines data need parameters for specific geospatial projects and/or assignments. Implements advanced analytical techniques necessary to solve complex geospatial and GIS issues. Develops, in collaboration with other GIS professionals, geospatial data administration guidance, quality control procedures and quality assurance actions required to support data and metadata collection efforts and ensure related legal and data standards compliance. Calculates and analyzes impacts of various natural resources related factors and conducts advanced 3D/spatial analysis and geospatial modeling to measure and predict the various outcomes of environmental impacts and analyze natural resources distribution and behavior. Develops new insights into complex GIS situations, applies innovative solutions to novel GIS problems, and designs new geospatial methods of analysis where established methods and procedures are inapplicable or are unavailable. Provides GIS training and applications installation support to Regional, Area and field office staff.

Qualifications

To be eligible for consideration, you must first meet the Basic Education Requirement for this position. Geography Series, GS-0150: A. Degree: geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields. or B. Combination of education and experience: courses equivalent to a major in geography, or a related field that included at least 24 semester hours in geography or related fields, as shown in A above, plus appropriate experience or additional education. General Natural Resources Management and Biological Sciences Series, GS-0401: A. Degree: Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. or B. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. General Physical Science Series, GS-1301: A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. or B. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume. To qualify at the GS-12 level, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level in federal service having demonstrated experience providing leadership, technology transfer, technical assistance and support in GIS, Global Positioning Systems (GPS), and remote sensing; utilizing geographic information technology to analyze agricultural, soil, biological, ecological, and/or resource inventory programs issues/trends; developing, analyzing, coordinating Geographic Information Systems (GIS), and/or Global Positioning Systems (GPS) technologies. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 02/19/2024.

Education

This position does not allow substituting education for experience.

This position has a mandatory education requirement. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education. Transcripts must include the name of the college or university and date the degree was conferred. Non-submission will result in being rated not-qualified for the position.

You will be required to provide official college transcripts to verify educational qualifications, if selected. An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree. Academic transcripts certified by notary publics are NOT official. Official transcripts must be submitted prior to reporting to work as a condition of employment. Failure to submit official transcripts may be grounds for dismissal or rescission of the job offer.

Accreditation: Only education from an accredited college or university recognized by the Department of Education is acceptable to meet education requirements or to substitute for experience, if applicable. Foreign Education: To receive credit for education completed outside the United States, you must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs.
