The primary purpose of this position: To perform a broad range of program analysis duties for Cryptologic and Cyber Systems Division (AFLCMC/HNC).

The organizational location of this position is: Air Force Life Cycle Management Center (AFLCMC), Cryptologic and Cyber Systems Division (HNC), JBSA- Lackland, San Antonio, TX.
Duties
DUTY 1: Performs wide variety of budgetary and administrative functions.
DUTY 2: Performs budget formulation work involving preparation of detailed analysis and estimates of annual funding needs for current and future budget years.
DUTY 3: Performs budget execution work involving monitoring obligations incurred and the resulting expenditure of funds.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
This is a GG-11 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-11 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-11 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of commonly used policies, precedents, goals, objectives, regulations, and guidelines of federal budgeting and cost analysis. Knowledge of established methodologies used in cost analysis, cost estimating, and trend analysis, including quantitative and statistical cost analyses. Practical knowledge of the PPBS process is required to enable the incumbent to prepare timely planning documents and to defend program funding.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of detailed budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute difficult and complex budget work assignments in support of the mission, structure, goals, and work processes for substantive programs of assigned activities/organizations.
2. Knowledge of automated data processing software programs(s) capabilities and usage to accomplish difficult or complex budget/funding tasks.
3. Knowledge of the analytical principle, practices, methods to evaluate program plans and funding which involves substantial resources and requires extensive changes in established concepts and procedures.
4. Knowledge of the DoD Planning, Programming and Budgeting System (PPBS) to effectively plan resource requirements for new systems and equipment acquisitions.
5. Skill, judgment, resourcefulness, originality, and ability to foresee the impact of changing technology.
6. Ability to communicate effectively both orally and in writing, in order to produce highly technical reports, position papers, and briefings; resolve conflicts based on mature judgment and experience; effectively negotiate complex issues; and maintain good working relationships. Ability to follow security practices for ensuring the safeguarding of classified information.
CONDITIONS OF EMPLOYMENT CONTINUED:
Financial Disclosure: Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually. Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 23 March 2006.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
