The primary purpose of this position is to serve as Comptroller, responsible for establishing needed wing policies and concepts for development, submission, presentation and execution of the budget for the multiple appropriations supporting the mission of the 688 Cyberspace Wing (CW).
Duties
DUTY 1: Performs budget formulation procedures/processes involving independent assessments and preparation of complex detailed analyses, budget estimates, special reports, and other documentation for a segment of the Air Force budget.
DUTY 2: Ensures proper execution of a segment of the Air Force budget as authorized and appropriated by Congress.
DUTY 3: Uses automated budgetary system(s) and computer-generated products in accomplishing budgeting assignments.
DUTY 4: Directs overall objectives, critical problems, and special project assignments with employees.

- All new DCIPS employees are required to complete a two-year DCIPS trial period.
- Security: Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.

- This is a Key Position: Incumbent must be removed from their military recall status if alternatives for filling the position during an emergency are not available.
- Overtime may be required as workload demands and in some cases with no-notice due to urgency of time-sensitive matters. Shift work may be required if assigned.
- This is a Financial Management Level 3 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with requirement of the certification program.
Qualifications
This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Administrative and Management" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Expert knowledge of budgetary regulations, policies, concepts, methods, practices, processes, and procedures to formulate, justify. and execute the budget for assigned budget accounts. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Expert knowledge of budgetary regulations, policies, concepts, methods, practices, processes, and procedures to formulate, justify. and execute the budget for assigned budget accounts. Skill in effective and tactful communications in order to advocate and defend positions to high-level government officials.
Expert knowledge of the activity's missions, functions, goals, and objectives; and the relationships between subordinate units within the enterprise and other government agencies and private organizations.
Expert knowledge and ability to select and apply appropriate advanced quantitative methods, statistical techniques, and applied mathematics to perform extensive cost analyses, make sound decisions, and reconcile conflicting data.
Advanced ability to gather and analyze data to prepare budgets, assess the effects of budgetary and/or program changes, develop alternatives, and provide solutions to difficult budget/funding problems. Knowledge of safety, security, and EEO regulations, practices, and procedures.
Expert skill in applying knowledge of financial and budgetary relationships, performing cost estimates for major acquisition programs, and budgeting within the military command structure.
ln-depth knowledge of automated budgetary and financial management system(s). Ability to analyze, plan, organize, direct, and adjust the functions and supervise, mentor, motivate, and appraise the staff of an organization to meet program requirements and objectives within available resources. Knowledge of security procedures to maintain control of classified material.
CONDITIONS OF EMPLOYMENT CONT.
Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
