Click on "Learn more about this agency" button below for IMPORTANT additional information. The primary purpose of this position is to serve as the Directorate of Intelligence Financial Manager (FM). Serves as the Directorate's recognized authority in the analysis and direction of financial programs and issues. Organizational location of this position is: Headquarters Air Combat Command (HQ ACC), Directorate of Intelligence (A2), Staff Operations Division, Joint-Base Langley-Eustis, Virginia.

Duties

1. Serves as the Financial Manager for the HQ ACC Directorate of Intelligence (A2) 2. Exercises supervisory personnel management responsibilities. 3. Serves as HQ ACC/A2 staff and technical authority on financial issues. 4. Represents ACC/A2 with a variety of installation, functional area, Air Force, Joint, DoD, and industry organizations. 5. Directs and/or leads broad studies involving the resourcing of all Directorate MIP/NIP funded programs.

Requirements

  • A non-disclosure agreement must be signed.
  • The work requires prolonged concentration on highly complex problems; frequent requirements for quick-reaction responses create considerable pressure. High-level briefings also create stressful circumstances.
  • The work is mostly sedentary. Prolonged periods of sitting, reading and intense data analysis are typical.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • Position is designated special-sensitive, and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI).

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments
  • This position requires availability for short notice work on weekends, holidays and evenings. Flexibility in adjusting the scheduled workday is mandatory.

  • Extensive management ability is required. A Bachelor’s Degree is required and an advanced degree in management is highly desired.
  • This is a Financial Management Level 3 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-15 duties for the "Professional" work category are at the "Expert" work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. Specialized Experience: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: working independently under broad general guidance from a director. Interpreting and implementing guidance from the President's Budget, Comptroller General Decisions, Defense Planning Guidance, OMB Circulars, Financial Management Handbook, Federal Acquisition Regulations, Public Laws, AF Instructions, and policies and precedents of the national Intelligence Community, HQs and a Major Command. NOTE: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Mastery of the concepts, principles, practices, policies, laws and regulations of DoD budgeting and/or financial management sufficient to analyze ACC, Air Force and national-level (e.g. NSA and DIA) mission-related programs. In addition, extensive knowledge of sources of factual information about and related to the PPBE process, such as that found in programming data, accounting reports, budget systems and work reports. 2. Knowledge of the intelligence missions and organizational structure of ACC flying and ISR wings, NAFs, the Distributed Common Ground System (DCGS), and applicable Intelligence Community funded programs. 3. Knowledge of security regulations, practices, and procedures for ensuring the safeguarding of classified or sensitive information across multiple classified communication networks. 4. Skill in analyzing difficult issues and problems involving organizational financial operations and the ability to develop, recommend and present unique or adaptive solutions. 5. Skill in establishing and maintaining effective relationships, negotiating complex issues, and resolving conflicts based on mature judgment, experience, and recognized professional standing; and ability to communicate effectively, both orally and in writing. 6. Skill in program/project management necessary to lead broad studies involving the resourcing of all Directorate Military Intelligence Programs (MIP) and National Intelligence Programs (NIP). Technical expertise is required to portray highly complex and urgent requirements, scale the solution to meet the need to accelerate, and provide comprehensive capabilities as quickly as possible, and as deliberate as necessary. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
