The primary purpose of this position is to provide expert resource management direction, guidance, advice, and support for a variety of requirements review, programming, financial management and functions including program development across the six year programming period to include requirements organization, budget formulation, and execution.
Duties
Plans, organizes, and directs the activities of ACC Intelligence Directorate (A2) Resources Management Branch, ensuring financial management compliance with legal and regulatory requirements and meets customer needs.
Exercises supervisory personnel management responsibilities.
Represents ACC Intelligence Directorate with a variety of installation and functional area organizations.
Serves as financial analyst and technical expert.
Provides expert advice, assistance and guidance on financial management requirements.

- All new DCIPS employees are required to complete a two-year DCIPS trial period.
- The candidate must be able to obtain and maintain a Special Sensitive Security Clearance with access to sensitive Compartmented Information (SCI).

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

This is a GG-14 position in the Defense Civilian Intelligence personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: ability to process accounting and budget transactions. Responsible for monitoring all operations in the account and finance office, providing technical assistance and guidance to management officials and technicians engaged in different financial functions and maintaining, controlling and reporting financial information.
Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of Air Force, DIA, NSA, and ACC operational systems and regulations to include all intelligence requirements necessary to meet intelligence capability.
2. Knowledge of safety and security regulations, practices, and procedures. In addition, the ability to plan, organize and direct the functions and staff of a small to medium sized organization.
3. Ability to communicate effectively both orally and in writing to negotiate complex issues and maintain good working relationships.
4. Ability to plan, organize and develop studies and projects and skill to negotiate effectively with management to accept and implement recommendations where proposals involve substantial resources and require extensive changes in established concepts and procedures.
5. Knowledge and understanding missions, functions, goals, objectives, work processes, requirements and sources of funding pertinent to intelligence financial management programs as well as ABIDES, RAPIDS and Planning, Program and Budgeting Execution (PPBE) directives and policies.
6. Knowledge of security practices for ensuring the safeguarding of classified information. In addition, knowledge of sources of factual information about and related to the PPBE process, such as that found in programming data, accounting reports, budget systems, and work reports. Also, knowledge of automated data processing concepts and systems capabilities to accomplish requirements management/budget/funding tasks.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
