Duties

This Accountant position is located Chief Finance Office, Financial Management Division, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Independently prepares accounting analyses of specialized accounting areas that include but are not limited to leases, leasehold improvements, real property, and accounts payable estimation techniques. Prepares reconciliations, journal vouchers, and other related general ledger entries for the monthly and quarterly reporting of leases, leasehold improvements, real property, and accounts payable estimates to the Department of Homeland Security (DHS). Performs and/or coordinates non-routine and significant real property and lease accounting/reporting to report related assets and liabilities on TSA financial statements in accordance with the CFO Act. Prepares quarterly financial statements liability estimates and periodically validates the reasonableness of estimates. Liability estimates are primarily for goods and services received but not recorded in the TSA financial system. Computes trend analyses to support estimates. Analyzes TSA obligations to identify acquisition activities associated with leasing arrangements or real property construction that may require reporting on TSA financial statements and validates and maintains records for real property and leasehold improvement assets. Works with external stakeholders to obtain and clarify data, share information and application of accounting requirements, resolves most issues for lease and real property matters. Reviews lease agreements and identifies lease attributes necessary for tracking and reporting of related assets and liabilities. Reports from the activities are continually reviewed to determine the financial position of various accounts and to identify trends, and potential problem areas. Prepares monthly lease tracking schedules and submits related DHS deliverables. Under the direction of the Branch Chief, monitors and ensures TSA's processes comply with the Federal Accounting Standards Advisory Board (FASAB), Office of Management and Budget (OMB), DHS, U.S. Treasury United States Standard General Ledger (USSGL), and other federal financial management requirements. Conducts assignments that occasionally require interpretations of internal and external policies and extrapolations from precedents. The ideal candidate is an experienced professional who has excellent analytical, time-management, and communication skills; is a team player; and has thrived in traditional accounting, general ledger monthly closing, and financial statements preparation and/or auditing. Must be well-versed with generally accepted accounting principles. Working knowledge with lease and real property construction accounting is a plus.

Qualifications

To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience equivalent to the SV-G or GS-11 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialize experience is defined as: Performing, reconciling, analyzing and monitoring the full scope of financial activities (i.e. identifying abnormal general ledgers balances, analyzing budgetary vs proprietary balance relationships, reconciling subsidiary balances to the general ledger in the financial system) in compliance with Generally Accepted Accounting Principles and other financial management standards that are established by accounting standard-setting organization (e.g., Federal Accounting Standards Advisory Board (FASAB), the U.S. Treasury, Office of Management and Budget, or similar private sector organizations). Ensuring funds, property (e.g., capitalized) and/or other assets, revenues and/or expenditures are properly recorded and accounted for in the organization's financial statements in accordance with financial accounting procedures. Preparing clear and convincing oral presentations, briefing, and written materials to various levels of staff and management (i.e. senior level) To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience equivalent to the SV-H or GS-12 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialize experience is defined as: Experience advising on and implementing the policies, principles, laws, and/or regulations governing accounting, real property management, and acquisition. Providing advisory services on new or existing policies or procedures to improve accounting processes. Experience in preparing, reconciling, and analyzing the full scope of financial activities in compliance with Generally Accepted Accounting Principles and other financial management standards that are established by accounting standard-setting organization (e.g., Federal Accounting Standards Advisory Board (FASAB), the U.S. Treasury, Office of Management and Budget, or similar private sector organizations). Preparing clear and convincing oral presentations, briefing, and written materials to various levels of staff and management (i.e. senior level) Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office. Education

A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

OR B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
