The Deputy Director for Policy position is a Senior Executive Service (SES) position in the Dept. of Health and Human Services, Office of the Secretary (OS), Office for Civil Rights (OCR), Office of the Policy Division (OPD) and is located either in the HHS/OCR Headquarters Office in Washington D.C., or a location negotiable upon selection. This position is telework eligible and may be remote eligible, as determined by agency policy.

Duties

ABOUT THE POSITION As a member of the Office for Civil Rights executive team you will serve as the Deputy Director for Policy leading OCR's policy in developing and implementing regulation and federal laws prohibiting nondiscrimination on the basis of religion and civil rights, among other authorities, for Title VI of the Civil Rights Act of 1964, Multi Ethnic Placement Act (MEPA), Hill Burton, Title IX of the Education Amendments of 1972, the Age Discrimination Act, the Americans with Disabilities Act, and Section 504 & Section 508 of the Rehabilitation Act, Section 1557 of the Affordable Care Act, the Church Amendments of 1973, and the Weldon Amendment. Under the general direction of the OCR Director, you will be responsible for one or more programs or areas of operation; including, but not limited to: Leading the Department's day-to-day civil rights and conscience protections program operations, including policy-making, rule-making, regulation interpretation and implementation, and sub-regulatory guidance of civil rights and conscience protections. Also coordinates and consults with the Director of Strategic Planning on outreach, public education, and technical assistance to DHHS components, other federal agencies, covered entities and stakeholders to ensure consistency in civil rights, conscience protections, and nondiscrimination in religion compliance activities and application of policies. Oversee OCR Divisions involvement in civil rights intra and inter-agency work groups in the development of Departmental policies, legislative and regulatory proposals, and special OCR initiatives to ensure that persons are not discriminated against on the basis of religion, race, color, national origin, disability, and age in health and social service programs; advises senior policy officials within OCR and, throughout the HHS on civil rights policies and the application of civil rights laws. Direct technical assistance provided to providers seeking Medicare certification and participation and oversees pre-grant reviews for applicants seeking to participate in programs funded by the Department and determines their ability to comply with civil rights requirements. Direct staff coordination with OCR Division's to ensure uniform and efficient implementation of complaint, compliance review and pre-grant processing policies and procedures as well as subject matter expertise on civil rights and conscience protections. Ensures that civil rights assurance of compliance forms are maintained for permanent reference. Design and implements effective liaison strategies in support of civil rights technical assistance and advisory services rendered to HHS Operating Divisions (OPDIVs), national advocacy, beneficiary, and provider groups, and to other Federal departments and agencies with respect to civil rights outreach programs, initiatives, and mandates. Directs and manages the effective delivery of technical training. Foster professional partnerships with provider groups, beneficiaries, and national advocacy groups; and garners support for OCR civil rights program goals and strategic objectives. Coordinate OCR's inter-governmental civil rights and conscience protections activities, including government-wide implementation of Age Discrimination Act requirements; maintains assurance forms; and coordinates the incorporation of quality assurance and program evaluation into casework and outreach initiatives. Promote the delivery of quality services and continues improvement initiatives through the use of effective performance metrics, surveys and other performance management tools.

  • This is a career position in the SES. Unless the selectee is already a member of the SES with career status or has successfully completed an SES Candidate Development Program certified by OPM.

Qualifications

Open to all groups of qualified individuals from the public. Current employees within the Federal civil service. Career SES and SES reinstatement eligibles. SESCDP graduates may also apply for noncompetitive consideration. As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Mandatory/Technical Qualifications and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 grade level in the Federal service or its equivalent with state and local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors will automatically exclude you from further consideration. All competitive candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. To meet the minimum qualification requirements for this position, you must show in your resume that you possess the Fundamental Competencies, five Executive Core Qualifications (ECQs), and the Mandatory Technical Qualifications (MTQ's), listed below. It is recommended that your resume emphasize levels of responsibility, scope and complexity of programs managed, and program accomplishments and results. Fundamental Competencies: Interpersonal Skills, Oral Communication, Integrity/Honesty, Written Communication, Continual Learning, and Public Service Motivation. Mandatory Technical Qualifications (MTQ's): This position also requires that you possess MTQ's that represent knowledge, skills, and abilities essential for success in this role. The following MTQ's must be evident in your resume. Demonstrated executive-level knowledge and experience of the applicable federal civil rights laws and leading rulemaking and guidance in federal civil rights laws. Demonstrated executive-level knowledge and experience in managing and conducting legal analysis and writing in advancing federal civil rights policy.
