I. INTRODUCTION.
This position is located in the Office of Administration, Office of the Clerk of the Court/Executive Officer, United States Court of Appeals for Veterans Claims (CAVC and/or Court).
Duties
The position is accountable to and reports directly to the Deputy Executive Officer (DEO), a position that is of high-level authority reporting one level below the first high executive level in the direct supervisory chain; and routinely responds to the DEO, for guidance and direction on administrative matters of the Court.
The Administrative Support Assistant is responsible for administering and coordinating various administrative programs for CAVC, which includes all phases and methods of administration, technical advice, and professional work on records management, training, employee recognition program, and Equal Employment Opportunity reporting. The incumbent also serves as the Occupant Emergency Team Coordinator, works closely with the facilities manager and the DEO on the Continuity of Operations Plan (COOP) and other critical administrative programs and initiatives. Incumbent ensures compliance with the appropriate guidelines, policies, and approved internal controls of CAVC.
II. DUTIES AND RESPONSIBILITIES
The incumbent administers and coordinates administrative support to the Court's Office of Administration, overseen by the DEO, to ensure the effective application and execution of the multifaceted mission essential programs for all CAVC staff which includes the following duties and responsibilities:
1. Office of Administration. Performs work that requires analytical ability, sound judgment, discretion, and knowledge of administrative or program principles, concepts, policies, and objectives. Responsible for a variety of critical administrative and technical duties/responsibilities in support of management with the intent of accomplishing the administrative requirements of the Court, the Clerk's Office, and the Office of Administration; thus, contributing to the efficient and effective accomplishment of the objectives of the overall organization. The work requires a substantive practical knowledge of (a) the organization's mission and operating programs; (b) support organizations and functions; and (c) specific techniques of analysis. Incumbent applies this combined knowledge to the continued study and resolution of questions and problems so as to promote efficiency and effectiveness of the assigned area of responsibility. Maintains office calendar that supports recurring meetings, conferences, or accommodations for visitors from out of town, etc. as well as unscheduled activities. Develops weekly operational update product for the use by all Court managers and leadership to provide them situational awareness and allows them to deconflict their current operations. Serves as the Timekeeper for personnel assigned to the Office of Administration.
2. Employee Recognition Awards Program. Assists the program manager in the execution of the Court's employee recognition program. Provides assistance to the supervisors/managers about the types of awards available, nominating criteria, preparation instructions, etc. Utilizes MS Excel to track recognitions awarded. Compiles data for budget and management studies. Provides assistance to supervisors in properly preparing award nominations. Ensures accuracy, proper format and timely submission to award approval authority. Accountable for safeguarding the inventory of recognition awards and coordination with the contractors for the procurement of such awards. Monitors progress by maintaining suspense system, coordinating on fund cites with Budget Office.
3. CAVC Training Program. Assist the DEO (CAVC Training Officer) in promoting training activities that improve individual and organizational performance and assists the Court in achieving its mission and goals. Identifies and distributes training availability opportunities to the Court. Maintains the training register and ensures that training documentation on all Court training expenditures are monitored. Assists in the management of the training approval process, coordinating with employees, managers, CAVC Budget & Finance, and the Clerk of the Court. Assist Training Officer to ensure the Court's Training Policy/Guidelines is accurate and reflective of current practices. Serves as a liaison to the Federal Court's Administrative Office Judicial Online University (JOU).
4. Office of Administration - Departments. Provides administrative assistance to the various Office of the Administration departments, such as Facility/Security Administrator, Procurement/Property Management Administrator, HR, Librarian/Judicial Records Officer (JRO).
5. Performs other duties as assigned at the discretion of the Court.

Applicants must meet the following to qualify for the GS-5 level:
One year of specialized experience in or directly related to this position that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of this position. To be creditable, the required specialized experience must have been equivalent to at least the GS-04 level in the Federal service.
Example of GS-4 level work: Performs a full range of assignments consisting of related steps, processes or methods; responses differ in nature and sequence; requires knowledge of an organization's programs and operations, rules and processes. Exercises initiative in completing recurring assignments; uses judgment in selecting appropriate guidelines and procedures from among a number of specific references.
Applicants must meet the following to qualify for the GS-6 level:
One year of specialized experience in or directly related to this position that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of this position. To be creditable, the required specialized experience must have been equivalent to at least the GS-05 level in the Federal service.
Example of GS-5 level work: Performs standard and nonstandard assignments involving different and unrelated processes or methods in varying sequence; work requires extensive knowledge of rules, operations, or business practices. Follows accepted practices in resolving nonrecurring problems and meeting deadlines; completed products are evaluated for effectiveness in meeting goals; extensive guidelines in the form of instructions, manuals, and regulations are applied.
Applicants must meet the following to qualify for the GS-7 level:
One year of specialized experience in or directly related to this position that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of this position. To be creditable, the required specialized experience must have been equivalent to at least the GS-06 level in the Federal service.
Examples of GS-6 level work: 1) Processes a wide variety of transactions subject to different sets of rules and regulations. Regarded as an expert source of information on processing transactions; completed work is reviewed for conformance with policy and regulatory requirements; numerous and varied guidelines are adapted and applied; 2) Performs a segment of the evaluative work of an administrative function; identifies issues or problems and seeks alternative solutions consistent with applicable regulations. Works independently in completing assignments; completed work is reviewed for effectiveness in meeting goals; guidelines such as regulations, evaluation criteria, and precedents have gaps in specificity.
Specialized Experience:
Performing the procedural and administrative work of an office such as managing correspondence, tasks, and calendar managements, records management, and maintaining supervisor's electronic calendar; and
Knowledge of Microsoft office suite and adobe .pdf applications to prepare, review and edit correspondence, graphs, charts, etc.
Experience will be credited for paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps, etc.) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social, etc.).
