Duties

Analyzes information systems’ requirements submitted in various forms and formulates system design parameters to satisfy operational requirements. Reviews and validates engineering designs and drawings, installation plans, equipment specifications, statements of work, delivery orders, Lists of Materials, and technical reports in support of new and upgraded facilities. Analyzes and interprets regulations, policies, and guidelines relating to program areas, and provides authoritative technical guidance. Reviews or directs the review of engineering plans, specifications, and analysis of designs as submitted by contractors or others for accuracy and technical competence. Conducts field inspections of proposed projects to determine directive and design requirements and inspects such projects under implementation. Prepares comprehensive technical reports, bulletins, and direction for command guidance. Provides technical guidance and direction to engineering personnel of other agencies such as review of program technical data. Validates costs associated with information systems required to meet operational requirements and meet Federal and Army regulations. Requests, tracks, and reports funding for information systems in support of military construction projects worldwide.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

Qualifications

About the Position: Reviews, validates, and coordinates the design, planning, programming, and budgeting for the procurement of information systems in support of military construction projects across Active Army, Army Reserve, and Army National Guard installations worldwide. The information systems may include a variety of media for the transmission, receiving and processing of information in voice, data, or video format. Such systems include, but are not limited to computer hardware, wired and wireless network devices, audio/visual equipment, inside and outside plant physical infrastructure, optical and satellite transmission systems, and supporting auxiliary power systems. I have IT-related experience demonstrating each of the four competencies listed below based on the grade level required of the position being filled: 1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND Specialized and Other Experience: One year of specialized experience which includes: Experience developing technical specifications and Statements of Work for system acquisition and implementation. Experience analyzing and evaluating contractor proposals and related contract documents to ensure technical accuracy and effective fulfillment of user requirements at minimal cost. Experience testing and analyzing test results to ensure installed test meet specified performance criteria. Some federal jobs allow you to substitute your education for the required experience in order to qualify.
