Duties
The Technical Career Field (TCF) is a national workforce development program within VHA that was designed to replenish technical staff in critically identified positions.
The VA has adopted Core Values and Characteristics that apply universally across the Department. The Values are Integrity, Commitment, Advocacy, Respect and Excellence ("I CARE"). That's why we created the Technical Career Field (TCF) Program - one of the largest training programs at VA. TCF positions equip professionals (including veterans) with the specialized knowledge they need to support the delivery of quality health care for our Nation's veterans.
This entry-level position is aligned under the Facilities Management Division, at the Clement J. Zablocki Medical Center, Milwaukee, WI - a Level 1a Complexity VHA Facility.
The TCF Program's Boiler Plant Operator training program consists of two years of specialized training to safely operate VA Boiler Plant equipment and associated controls. Trainees are trained for a challenging career as utility plant instrument and control technicians to possess the skills required for the maintenance and management of utility systems. This includes associated safety devices that ensure fuel-efficient plant operations at VA medical centers.
During the two-year training period, trainees will experience on-the-job training, classroom courses, online courses as well as local specialized training, depending on the student's needs. The specialized training is required to develop the knowledge for safe and reliable boiler operations in a medical center environment.
The purpose of this program is to provide qualified, recent military Veterans and individuals with instrument and controls specialty training or the aptitude to meet the needs of VA medical centers in routine utility plant operations.
Qualifications
Your resume must demonstrate experience in a variety of: Knowledge of the structure and operating characteristics of boilers and associated auxiliary equipment, including the location/function of numerous pumps, valves, regulators and gauges. Knowledge of the chemical and physical characteristics of fuels and principles of combustion, steam generation and heat transfer. Knowledge of the relationship between fuel quality and efficient combustion characteristics. Knowledge of water tending, analysis and basic chemical treatments. Ability to recognize malfunctioning equipment/systems and potentially dangerous operating conditions. Skill in applying preventive maintenance procedures and limited operational repairs such as cleaning equipment, greasing and oiling moving parts.
SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen-out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who do not meet the screen-out element are rated ineligible and are eliminated.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
PHYSICAL EFFORT: Works from ladders, scaffolding, platforms, and elevated catwalks. Work may be at or above ground level. Frequently works in confined areas in and around boilers and support equipment. Requires moderate to strenuous effort and long periods of walking, standing, climbing, bending, reaching, stooping and crouching, as the work site dictates. Frequently lifts and carries boiler parts and chemical supplies weighing up to 50 lbs. unassisted. Occasionally carries items weighing over 50 lbs. with assistance.
WORKING CONDITIONS: Mainly works indoors but occasionally works outside for short periods of time. Subject to high temperatures, constant noise, rotating machinery, soot, dirt, grease, chemicals, oil and fumes. Subject to cuts and abrasions from the use of tools and equipment, and burns from acids, caustics, hot water, steam and contact with boilers. Work on catwalks and ladders.
