Peace Corps Office of Inspector General is an independent entity within Peace Corps and has broad authority established by the Inspector General Act of 1978, as amended to: Promote economy, efficiency and effectiveness in the Agency; Prevent and detect fraud, waste and abuse; Conduct and supervise audits, evaluations and investigations; and Keep the Director and Congress fully informed about problems and deficiencies and the necessity for, and progress of, corrective action.

Duties

The Deputy Inspector General is responsible for executive leadership, direction, management and conduct of a full range of administrative and advisory services with respect to policy, oversight, practices, or other matters falling within the purview of the Office of Inspector General (OIG). The Deputy Inspector General works closely with the Inspector General (IG) to implement OIG's mission and organizational strategy, directing and overseeing all aspects of OIG's operations, including audit, evaluation, investigations, legal, legislative, and external affairs, budget, human resources, acquisition and procurement, training and staff development, and information technology. Qualification claims will be subject to verification. **To meet the minimum qualification requirements for this position, you must show that you possess the five Executive Core Qualifications (ECQs), Technical Qualification(s), Specialized Experience and other qualifications, if applicable. Additional information on ECQs is available at http://www.opm.gov/ses/recruitment/ecq.asp. (1) Specialized Experience: You must have one (1) year of specialized experience equivalent to at least the next lower grade level (FP-1 or GS-15) or pay band in the Federal service or equivalent in the public sector. Specialized experience for this position is defined as experience: Leading or managing the conduct of audits, investigations, inspections, evaluations, mission support, and/or legal advice to promote economy, efficiency, and effective program administration. Rendering sound judgment and decisions across a wide range of sensitive issues Preventing and detecting fraud and abuse in programs and operations for an agency, sub-component, or business. Providing expert advice and assistance to senior level officials. Supervising and appraising a multidisciplinary and diverse workforce, that includes experience in audits, inspections, and/or investigative programs. (2) Mandatory Executive Core Qualification (ECQ): All applicants must submit written statements (narrative format) describing accomplishments that would satisfy the ECQs. You must address each ECQ separately. You are required to respond to all ECQs. Failure to do so, will result in an 'ineligible' rating. Each accomplishment should be clear, concise, and emphasize your level of responsibilities, the scope and complexity of programs managed, and results of your actions. Total ECQ write-up should not exceed 10 pages using 12pt, Arial or Times New Roman with 1-inch margins. Please Note: Current career ES members, former career ES members with reinstatement eligibility, and ES Candidate Development Program (CDP) graduates, who have been certified by the OPM do not need to address ECQs. However, Current or Former ES members must provide an SF-50 showing their status or reinstatement eligibility and Candidates who have successfully graduated from an OPM approved Candidate Development Program must submit a copy of their ECQ certification. ECQ 1 - Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. ECQ 2 - Leading People: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. ECQ 3 - Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. ECQ 4 - Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically. ECQ 5 - Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. (3) MANDATORY TECHNICAL QUALIFICATION(S) (TQ): A supplemental statement must be submitted separately addressing each TQ. Your TQ must provide specific examples that address relevant experience and accomplishments. Total TQ write-up should not exceed 2 pages per TQ using 12pt, Arial or Times New Roman with 1-inch margins. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following: TQ 1 - Experience that demonstrates the ability to lead and direct the activities of an Office of Inspector General and render sound judgment and decisions across a wide range of sensitive issues. TQ 2 - Experience that demonstrates the ability to provide expert advice and assistance to senior level officials both within and outside the agency with regard to issues affecting federal Offices of Inspector General and or federal oversight. TQ 3 - Demonstrated skill and experience in managing, supervising, mentoring, motivating, and appraising a multidisciplinary and diverse workforce, to meet program goals and objectives within available resources to efficiently carry out an agency oversight function or program. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade Requirements: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. For more information on qualifications please refer to OPM's Qualifications Standards. Note: All current or former Federal employees (including internal employees) must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure, and type of service (Competitive or Excepted).
