The primary purpose of this position is to exercise supervisory and managerial authorities over the Facilities Division, providing planning, directing, organizing, and exercising control over nonsupervisory employees with the Operations Directorate, Administrative Assistant to the Secretary of the Air Force.
Duties
Plans, organizes, and directs the activities of the Facilities Division, ensuring that design and construction management complies with legal and regulatory requirements and meets customer needs.
Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.
Represents the Operations Directorate with a variety of installation and functional area organizations.
Design/Alterations program manager, responsible for coordinating, planning, design and implementation, control and observation of activities associated with alterations and renovations of HAF space in the NCR to include Airman's Hall.
Contracting Management. SAF/AAO point of contact for acquisition actions to include planning, monitoring, evaluation, and close-out.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series 0301
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of and ability to apply procedures, requirements, regulations, and policies related to specialized expertise in the work of the directorate (such as engineering, accounting, supply, presentations, etc.), including the ability to maintain credibility with others on technical matters. Expert knowledge of safety and security regulations, practices, and procedures as they relate to the operations, products, services, needs and goals of the programs, the organizations served and related customers, functions, resources, and users; knowledge of Air Force space standards and lease facility standards and practices. High degree of Knowledge in construction standards, methods, practices and techniques, materials, equipment, and life safety codes to determine compliance with regulations, standards, and codes; knowledge of acquisition/contracting/government purchase card standards and guidance, Wide Area Workflow, DFAS, contracting documents and regulations; knowledge of the Air Force contracting program with its regulations and standards.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Skill and ability to plan, organize, analyze, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors, adjusting work operations of one or more organizational segments to meet program requirements and objectives within available resources.
Ability to gather, assemble, and analyze data to prepare budget estimates, develop alternatives, make recommendations to resolve budget/funding problems and to plan, direct, control and coordinate financial management programs. Skill in formulating, justifying and/or executing assigned budgets/programs.
Ability to communicate both orally and in writing; ability to maintain harmonious relations with managers, supervisors, employees, co-workers, and other to ensure cooperative resolution of conflicts and to provide effective coordination of activities.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). You will receive credit for all qualifying experience, including volunteer experience.
