The position is located in the Department of State, Bureau of Global Public Affairs (GPA), Office of Platforms. The incumbent will plan and carry out complex contract administration, procurement planning, and other related contracting services in support of GPA programs and operations.
Duties
Provides contract and procurement policy/program management support including resource planning and development for multi-year programs, systems, goods, and/or services to ensure a high quality, flexible, support program.
Performs contract administration responsibilities as a COR III, including recommending approval of incremental funding, preparing rate and cost adjustments, redirection of effort, coordinating time extensions and incorporating change orders.
Tracks obligations and the status of funds.
Analyzes financial and budget areas to identify issues and develop solutions.
Develops deliverables and deadlines, program budgets, and strategic planning documents for current and out-year plans and strategies.

- Incumbent will be subject to random drug testing.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience providing contract policy and program management support.
Experience providing procurement policy and program management support.
Experience developing tracking tools to manage program analysis.
Experience with federal and COR requirements sufficient to maintain an active FAC COR certification.
There is no substitute of education for specialized experience for the GS-13 position.
