Duties

As a Public Affairs Specialist, at the full performance level GS-13, you will perform the following duties: Preparing and coordinating feature articles and publications that inform employees, public, and target groups relating to the organization programs, objectives, and mission; Establishing and maintaining effective working relationships with foreign and domestic media; Developing and disseminating informational materials to audiences through media; and Managing a Public Affairs program and its procedures governing information dissemination.

Requirements

  • Males born after 12/31/59 must certify registration with Selective Service.

  • Time in Grade: Current Federal employees must have served 52 weeks at the next lower grade in the Federal service. Time in grade requirements must be met by the closing date of this announcement.
  • Probationary Period: This is a full-time permanent position (Career/Career-Conditional appointment). Upon appointment to this position, you may be required to serve a one-year probationary period.

Qualifications

You qualify for the GS-09 grade level if you possess one of the following: Experience: One (1) year of specialized experience at the GS-07 grade level or equivalent performing duties such as: Assisting in providing liaisons with the media; Supports senior employees processing requests; Works with senior personnel developing written materials; and Assists in preparation of policy statements. OR Education: A master's (or equivalent graduate degree such as a L.L.B/J.D.) or 2 academic years of progressively higher level graduate education leading to such a degree. OR Combination of Education and Experience: A combination of successfully completed education and experience. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application. You qualify for the GS-11 grade level if you possess one (1) year of specialized experience at the GS-09 grade level or equivalent performing duties such as: Assists Senior employees providing liaison support with the press team and media relations; Provides support in development of materials for use in national media mediums; Aides in the processing of requests from news media services; and Assists in the analysis of newsworthy activities performed by the organization OR A Ph.D. or equivalent doctoral degree such as LL.M or 3 full years of progressively higher level graduate education leading to such a degree. Qualification requirements must be met by the closing date of this announcement. Qualification claims will be subject to verification. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
