This position is located in a Regional Office of the United States Department of Agriculture, Food and Nutrition Service (FNS). FNS serves as the Nation's first line of defense against hunger. Through the agency's nutrition assistance programs, FNS provides children and needy families' access to food and/or healthful lifestyle. The Regional Office is responsible for ensuring the effective and efficient operation of the Federal Nutrition Assistance Programs administered by State agencies.
Duties
Evaluates the impact of the regional communication system and exhibits sound judgment to direct regional senior management in developing direction in public affairs activities to achieve the Agency's goals.
Skillfully uses software for photo editing, desktop publishing, and web design. Writes and edits articles which publicize program activities.
Evaluates information from public and private organizations, recipients, and national, state, and local agencies.
Establishes and maintains effective working relationships with media representatives, and organized groups throughout the region.
Skillfully develops interpersonal relationships, including the ability to be diplomatic, tactful, and using accepted protocol.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.
To qualify for the GS-13 level, you must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 or pay band in federal service or equivalent non-federal experience. Specialized experience is defined as two or more of the following:
Determining effective communication strategies in order to facilitate public affairs activities and to promote programs and/or services of an organization;
Developing, organizing, and preparing materials for all forms of mass communication for publication;
Establishing relationships with local stakeholder groups and government agencies to gain interest and cooperation in an organization's programs; and
Developing creative approaches for management consideration to present informational material using new technologies and social media.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
