You will serve as a BUSINESS ANALYST in the Office of the Chief Info Officer of OFFICE OF NAVAL RESEARCH.

Duties

You will perform assessments on business operations, programs, functions, and processes. You will provide expert advice and recommendations to management on business plans and inefficiencies. You will provide business analysis expertise to improve and automate business processes. You will provide oversight and coordination of business functions. You will develop, revise, and implement policy and procedures on the most current business practices to ensure compliance with mission goals. You will oversee system upgrades or new deployment. You will establish metrics to measure effectiveness of process changes.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This is a Financial Management Level 2 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require occasional travel from normal duty station to CONUS and OCONUS.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band (N0-04) in the federal service or equivalent experience in the private or public sector performing most or all of the following duties: 1) Providing assessments of business operations to management 2) Developing organizational business plans to meet mission goals; 3) Automating business processes for a more efficiency; 4) Developing policy and procedures for business operations, and 4) Identifying sustainment training needs for program facilitators to ensure training materials are current to organizational mission.
