Duties

In this position, you will be serving as a Government Information Specialist, a senior advisor and analyst to management on a major mission or administrative program. This position starts at a salary of $139,395.00 (GS-14, Step 1) to $181,216.00 (GS-14, Step 10) with promotion potential to $181,216.00 (GS-14, Step 10). Typical work assignments include: Maintaining, coordinating and further developing the operational process for privacy compliance documentation under the direction of the NVC Privacy, Civil Rights and Civil Liberties (PCRCL) Officer; Evaluating and mitigating privacy, civil rights, and civil liberties risks associated with proposals and operational programs and completing appropriate compliance documentation required by the Privacy Act of 1974, the e-Government Act of 2002, and DHS policy; Assisting the NVC PCRCL Officer with serving as the liaison between the NVC and the interagency Privacy, Civil Rights, and Civil Liberties Working Group, updating the group on NVC activities and plans, and facilitating the group's access to informational briefings and review of strategic and operational documents; Managing and conducting audits to measure the effectiveness of privacy, civil rights, and civil liberties policies and protections in NVC activities and technology; Assisting the NVC PCRCL Officer with developing, facilitating, coordinating, and conducting external outreach activities on behalf of the NVC to Congress, media, and external stakeholder groups on matters pertaining to privacy, civil rights, and civil liberties;

Qualifications

Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Leading efforts to ensure that sound privacy and information sharing safeguards and policies are in place; Communicating official policies on privacy issues ensuring that the use of technology sustains and does not erode privacy protections; Conducting business process reviews to identify vulnerabilities that could result in a breach of personally identifiable information; Analyzing, developing, and reviewing a variety of technical reports that involve significant policy issues that may involve substantial change, conflicts, and projected impact of ability to manage all privacy concerns. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 02/20/2024. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Current and former federal employees may be required to serve or complete a probationary period.
