Duties

The work carried out in this position will help provide programmatic support to the director of the National Vetting Center (NVC) to develop, implement, and review policies and procedures to ensure privacy, civil rights, and civil liberties protections are appropriately incorporated into all NVC activities. This position starts at a salary of $155,700.00 (GS-15, Step 1) to $183,500.00 (GS-15, Step 10) with promotion potential to $183,500.00 (GS-15, Step 10). In this position you will become a key member of the National Vetting Center. Typical work assignments include: Advising the NVC Director on changes and proposals to the NVC technologies and processes that may impact privacy, civil rights, or civil liberties protections. Evaluating and mitigating privacy, civil rights, and civil liberties risks associated with proposals and operational programs and completes appropriate compliance documentation required by the Privacy Act of 1974, the e-Government Act of 2002, or DHS policy. Serving as the liaison between the NVC and the interagency Privacy, Civil Rights, and Civil Liberties Working Group, updates the group on NVC activities and plans, and facilitates the group's access to informational briefings and review of strategic and operational documents. Managing and conducting audits to measure the effectiveness of privacy, civil rights, and civil liberties policies and protections in NVC activities and technology. Developing, facilitating, coordinating, and conducting external outreach activities on behalf of the NVC to Congress, media, and external stakeholder groups on matters pertaining to privacy, civil rights, and civil liberties.

Qualifications

Experience: You qualify for the GS-15 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Demonstrated a mastery of privacy laws, policies and regulations. Coordinated and responded to various DHS components, members of congress, privacy and civil rights advocacy community, and other federal agencies; Reviewed and conducted complex analyses, evaluations, and investigations to provide guidance in support of various organizational programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 08/11/2023.
