About the Position: Serves as the Career Field Program Analyst to the assigned Career Field (CF) Army Civilian Career Management Activity (ACCMA). Assists with workforce planning that results in a tailored approach to investments in the civilian workforce. Uses a variety of quantitative and qualitative methods to analyze organization data and provide expert advice with respect to statistical, operational, and data management issues.
Duties
Identifies related patterns and trends within the Department of the Army(DA) and recommends programming, procedural, and policy improvements to optimize career field management.
Assists with providing advice on professional education and development within the assigned CF, and coordinating Subject Matter Expert (SME) panels and screening boards to evaluate various aspects of talent management within assigned CF.
Anticipates changes that may impact the workforce in order to develop short- and long-range workforce requirements and plans.
Participates in developing functional competencies, both technical and nontechnical, for all occupational series and integrates them into workforce planning requirements.
Assists in the identification and justification of Mission Critical Occupations (MCO) to Department of Defense (DoD) and DA that are essential to current and future military organizational mission accomplishment.
Assists the DA on Office of the Secretary of Defense (OSD) working groups to develop the Career Field input to the DoD Strategic Workforce Plan.
Assists the CF to develop policy and guidance and provides input to AR 690-950, Civilian Career Program Management, AR 600-3, Army Personnel Development System and other pertinent Army regulations and policies.
Participates in the development and analysis of marketing strategies for assigned CF and specific developmental programs and training opportunities, leveraging social media such as Army Career Tracker (ACT), Facebook, LinkedIn, or Twitter.
Develop, plan, execute and assess tasks and programs pertaining to acquiring, developing, employing, sustaining, and retaining a workforce.
Collect and analyze workforce data to derive meaningful actionable data for reporting to and briefing to leadership.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- Temporary Duty (TDY) or business travel requirement of 25% of the time.

GS-11 Specialized Experience: One year of specialized experience which includes: providing technical and logistical assistance identifying and evaluating career educational program needs, operations and procedures for the development of Civilian professionals. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
GS-12 Specialized Experience: One year of specialized experience which includes: analyzing and measuring the productivity and recommending methods to improve and modify the effectiveness and efficiency of career management programs for the education and development of Civilian professionals. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
GS-12 Education: Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
